An electro-optic device such as a Mach-Zehnder interferometer that includes a lithium niobate substrate having an optical waveguide that is formed in an upper surface of the substrate is described. The device includes a polymer buffer layer formed on the upper surface of the substrate. The polymer may be non-conductive or conductive. An electrode is formed on an upper surface of the buffer layer and is positioned to receive an RF signal that induces an electrical field in the optical waveguide. A conductive charge bleed-off layer may be formed between the buffer layer and the electrode in order to bleed-off pyroelectric charge. A semiconductor charge bleed-off layer may be formed between the substrate and the buffer layer.

A method of fabricating an optical device incorporates two different techniques for formation of different structures of the device on the same substrate. Individual processes such as Titanium indiffusion and annealed proton exchange in LiNbO.sub.3 require significantly different temperature ranges for comparable waveguide formation. The present method combines these processes and allows for temperature tuning of the optical parameters of passive and active components, for instance coupling lengths of directional couplers, associated with one section of the device without altering the optical parameters of similar components in the other sections. The process improves yield for devices which employ more than one precisely fabricated optical directional coupler by creating an extra degree of process freedom.

The modulator has several optical paths in the proximity of one or more modulation electrodes which are driven equally by a single modulation source. The amount of chirp desired of the modulator is controlled by varying the optical amplitude or phase of the light in the different paths.
