A moving image compression device has an obtaining unit, an image conversion unit, and a compression processing unit. The obtaining unit obtains a RAW moving image having plural frames associated in an order of imaging, the frames having pixels of three different color components which are disposed periodically according to a color array with two rows and two columns. The image conversion unit separates, in a target frame, a first pixel group corresponding to a first color component of odd rows and a second pixel group corresponding to the first color component of even rows, and alternately arrays, in a time base direction, a first image including the first pixel group and a second image including the second pixel group. A motion-compensated predictive error signal is generated in response to a moving-picture signal for every frame related to the moving-picture signal. Calculation is made as to an activity for each of pixels composing the frame in response to the motion-compensated predictive error signal. A system for storing variable transfer rate data sets and for multiplexing and outputting requested data sets on demand, comprises a memory for storing transfer rate information for each of the variable transfer rate data sets. An image representing input signal is processed so the data therein are filtered in a predetermined manner to derive a filtered signal. The values of the filtered signal are combined at successive time intervals, and the values are combined so there is an addition of a function of values of the filtered signal at the successive time intervals to derive a combined signal. In response to the signal representing a predicted number of bits in a frame of the image, a signal representing the magnitude of a control for quantization step size is derived which is as a function of an error between the predicted number of bits and a predetermined target value therefor. A function of the input signal data is orthogonally transformed so a transformed signal is derived. Output data represented by the transformed signal are quantized so they have quantized step size determined by the control signal representing the magnitude of a quantization step size and there is a reduction in the number of data bits for the image relative to the number of data bits in the input signal.

A method of storing data comprises the steps of: storing at least a set of coded real-time data having packets respectively having variable coding data rates per a predetermined interval in a data memory; detecting a maximum among the variable coding data rates; storing data of the maximum in a control data memory; selectively reading at least the see of coded real-time data in response to a demand; adding dummy data to read at least the set of coded real-time data such that the resultant data has a fixed data rate equal to or more than the data of maximum from the control data memory per the predetermined interval; and outputting the resultant data. A data storing apparatus embodying the method mentioned above is also disclosed. The data storing apparatus may further comprise a receiving circuit for receiving coded data output demanding data including a desired data rate and for supplying the desired data rate to the adding circuit. The adding circuit receives and uses the desired data rate as the fixed data rate.

Moving picture coding system for coding a series of moving pictures including current and preceding pictures in an intra-picture and inter-picture prediction coding scheme, has a coding device for producing and transmitting coded data of moving pictures, a memory device for storing the coded data, and a detecting device for detecting excess from a predetermined transmission rate of the coded data to be transmitted. When the excess is detected, coded data of the current picture is skipped, but skip information is transmitted instead, and when the skipped current picture falls into a prediction reference picture for a subsequently coded picture, the preceding picture which is not skipped undergoes a prediction coding for transmission. In the decoding system for decoding the coded data, when the skip information is detected, one of non-skipped pictures adjacent to the current picture is outputted, and when the skipped picture falls into a prediction reference picture for a subsequently coded picture at a timing of coding, the preceding picture is used for prediction decoding in the decoding system.

Encoding and decoding systems for transmitting moving pictures

There is a signal representing an original image. A device generates a signal representing a predicted image original image. A subtracter derives a difference between the original-image signal and the predicted-image signal, and outputs the derived difference as a prediction error signal. The prediction error signal is transformed into a transform-resultant signal. The transform-resultant signal is quantized with quantization characteristics. An activity of the original image is derived from the original-image sign. An activity is derived from the prediction error signal. The quantization characteristics are controlled in response to both the original-image activity and the prediction-error activity.
