To actualize proper UL communication in a communication system using a cell where application of listening is defined, a user terminal has a reception section that receives a DL signal including a UL transmission indication, and a control section that controls transmission of UL data based on the UL transmission indication and a channel access procedure before UL transmission, where the control section controls so as to perform a channel access procedure with random back-off.

The present invention is designed so that uplink control information such as delivery acknowledgment signals can be transmitted properly, even when UL/DL configurations are changed, in a communication system that is configured to use listening. According to one aspect of the present invention, a user terminal has a receiving section that receives downlink control information and downlink data, a transmission section that transmits a delivery acknowledgment signal in response to the downlink data, and a control section that controls transmission of the delivery acknowledgment signal based on a result of UL listening which is executed before transmission of the delivery acknowledgment signal, and based on information that is contained in the downlink control information and/or timing that is configured in advance on a per DL burst basis.

The present invention is designed so that UL signals of a plurality of user terminals can be multiplexed and communicated in cells where listening is employed (for example, unlicensed bands). According to the present invention, a user terminal communicates with a radio base station in a cell where listening is executed before uplink (UL) signals are transmitted, and has a transmission section that transmits UL signals, and a control section that controls the transmission of UL signals based on the result of listening. The control section makes the listening period for executing listening and the transmission period for transmitting UL signals the same among a plurality of user terminals that are scheduled in the same subframe.
