Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a wireless communication device may transmit a resource status request requesting load information related to load balancing between the wireless communication device and one or more other wireless communication devices. The wireless communication device may receive a resource status response including the load information in response to the request. In other aspects, a User Equipment (UE) may receive a Radio Resource Control (RRC) configuration including a set of target cells for a conditional handover procedure and load information of the target cells. The UE may select a target cell from the set of target cells for the conditional handover procedure based at least on the load information of the target cells. Numerous other aspects are provided.

Mobility load balancing in wireless communication network

This disclosure provides systems, methods and apparatuses for early measurement associated with configuring with multiple secondary nodes (SNs). In one aspect, the configuration of multiple SNs may be improved by allowing a master node (MN) to determine a multi-SN configuration based at least in part on measurements of actual channel conditions as seen by the UE. Enabling the MN to receive the measurement information early during a process associated with establishing a connection between the UE and the MN may thereby improve efficiency and reduce latency associated with the configuration of multiple SNs.

Radio (NR) early measurement with multiple secondary nodes (multi-SNs)

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may generate a report for one or more two-step random access channel (RACH) procedures between the UE and a base station (BS), wherein the RACH report includes at least one of an indication of a quantity of message A (MsgA) payloads transmitted during the one or more two-step RACH procedures on each beam of one or more beams associated with the BS, an indication of one or more parameters associated with each MsgA communication transmitted during the one or more two-step RACH procedures, or an indication of whether a respective signal strength for each beam, associated with the one or more two-step RACH procedures, satisfies a signal strength threshold. Two-step random access channel signaling

Certain aspects of the present disclosure generally relate to methods and apparatus for performing minimization of drive test (MDT) operations. For example, certain aspects provide a method for wireless communication. The method generally includes receiving, at a radio access network (RAN), a measurement configuration to start a trace of a user-equipment (UE), determining a transition of the UE to an inactive state, and sending one or more messages to coordinate the trace of the UE or indicate that the trace has failed in response to the determination.

Techniques for performing minimization of drive test (MDT)

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive information related to a dedicated preconfigured uplink resource (DPUR) in a message releasing the UE to an idle mode or an inactive mode. For example, in some aspects, the information related to the DPUR may identify one or more uplink resources that are allocated to the UE to enable the UE to initiate an uplink data transmission in the idle mode or the inactive mode. This disclosure provides systems, methods, apparatus, and computer programs encoded on a computer storage media for providing user equipment mobility history information to a remote computing platform. In one aspect, a user equipment may store user equipment mobility history information in memory within the user equipment. The user equipment may determine whether a radio access network connection state has changed from a primary cell in a radio resource controller state to another cell outside a radio access network, to an inter-radio access technology cell, or to an out of service. The user equipment may transmit the user equipment mobility history information to the remote computing platform in response to determining that the user equipment radio access network connection state has changed from a primary cell in a radio resource controller state to another cell outside a radio access network, an inter-radio access technology cell, or an out of service state.

User equipment (UE) mobility history information management

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station (BS), a paging communication while the UE is in an inactive mode or an idle mode. The UE may transmit, to the BS and based at least in part on receiving the paging communication, a first communication as part of a random access channel (RACH) procedure. The UE may receive, from the BS and based at least in part on transmitting the first communication, a second communication that includes mobile-terminated downlink data, an indication of an uplink resource, and a radio resource control (RRC) release message. The RRC release message may cause the UE to remain in the inactive mode or the idle mode while receiving the mobile-terminated downlink data. Paging for mobile-terminated small data reception in idle and/or inactive mode

This disclosure provides systems, methods, and apparatus, including computer programs encoded on computer storage media, for wireless communication by a user equipment (UE). In one aspect, the UE is configured to select, by a user equipment (UE), a list of synchronization signal block (SSB) frequencies included in at least one message as a selected list of SSB frequencies. The UE is further configured to determine, based on whether a first frequency included in the selected list of SSB frequencies is an overlapping carrier or a non-overlapping carrier, whether to perform a new radio (NR) early measurement operation for the first frequency. The UE is also configured to identify a SSB-based measurement timing configuration (SMTC) based on a determination to perform the NR early measurement operation for the first frequency, and to initiate the NR early measurement operation for the first frequency using the identified SMTC.

Random access channel (RACH)-less procedure

Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently collecting and reporting minimization of drive test (MDT) measurements for one or more radio access technology (RAT) types and/or for multiple base stations in a dual connectivity deployment. In one example, a user equipment (UE) may receive an MDT measurement configuration indicating a first RAT type for collecting measurements and a second RAT type for reporting measurements. In this example, the UE may use the measurement configuration to collect MDT measurements for the first RAT type, and the UE may report the MDT measurements to a base station associated with the second RAT. Further techniques for efficiently collecting and reporting MDT measurements in a dual connectivity deployment are also described herein.

Minimization of drive test for multi radio access technology dual connectivity

Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify that the UE is operating in a dual-connectivity configuration with a master node (MN) and a secondary node (SN). The UE may receive at least one request that the UE report MDT measurements. The UE may perform a first portion of measurements associated with the first base station and perform a second portion of measurements associated with the second base station. The UE may perform the measurements while the UE is operating in the dual-connectivity configuration. The UE may transmit one or more reports including information indicative of the first portion of measurements, information indicative of the second portion of measurements, or both.

Minimization of drive test for dual connectivity

Methods, systems, and devices for wireless communications are described. A first base station may identify that the first base station is a secondary node for a user equipment (UE) operating in a dual connectivity deployment, where the UE is in a radio resource control (RRC) inactive state. The first base station may receive, from the UE, a request to resume communications with the first base station and a second base station that is a master node in the dual connectivity deployment. The first base station may verify the UE using an access stratum context associated with the UE, and resume communications with the UE based at least in part on the request and the access stratum context. The first base station may resume communications as a secondary node or as a master node. In some cases, the UE may resume communications without entering an RRC idle state.

Resuming communication with a secondary node in dual connectivity

Certain aspects of the present disclosure provide techniques for an on-demand measurement gap for inter-frequency radio resource management (RRM) measurements. A method for wireless communications by a base station (BS) includes configuring a user equipment (UE) in the serving cell for measurement of target cell (s) and with an on-demand measurement gap configuration for measuring the target cell (s). Neighbor cells in a same frequency can coordinate to align synchronization signal block (SSB) or channel state information reference signal (CSI-RS) transmission and provide timing information of the aligned SSB or CSI-RS transmission to a cell in a different frequency. A method by a UE includes receiving an on-demand measurement gap configuration from a serving cell co and measuring target cell (s) based on the measurement gap configuration.

Certain aspects of the present disclosure provide techniques for performing measurement reporting. One aspect is a method for performing measurement reporting at a user equipment, including: receiving, from a master node, a message comprising a measurement configuration for a secondary node; entering an inactive state; performing measurements according to the measurement configuration for the secondary node immediately after entering the inactive state; generating a measurement report based on the measurements; transmitting, to the master node, a radio resource control (RRC) resume request message; receiving, from the master node, an RRC resume message comprising a request for measurement reporting; and transmitting, to the master node, an RRC resume complete message comprising the measurement report; and receiving data from the secondary node.

Early measurement reporting

Methods, systems, and devices for wireless communications are described. A user equipment (UE) and/or a master node may use configurations to resume communications with one or more cells of a dual connectivity (DC) or carrier aggregation (CA) scheme. In some cases, the configuration may be used for a secondary cell group (SCG) of the DC scheme. This configuration may include the UE applying a previously stored configuration for the SCG (e. g., including higher-layer and lower-layer configurations of a last serving SN of the DC scheme) if it determines the previously stored configuration is valid. Additionally or alternatively, the configuration may include the network using a previous SCG configuration or reconfiguring the SCG and transmitting this indication in a resume communications message to the UE. In some cases, the network may determine this configuration based on assistance information or reports generated from the UE.
