The low voltage electronic controller is configured to operate in a rotation speed closed loop mode when determining that the high voltage battery fails, and to operate in a torque control mode to charge the low voltage storage battery when the high voltage battery is normal and state of charge of the low voltage storage battery is lower than a first preset value.
