A session management function receives indication information from a policy control function, where the indication information indicates the session management function to send an identifier of a user plane function to the policy control function, and the user plane function is configured to transmit data of a first service. The session management function sends the identifier of the user plane function to the policy control function based on the indication information. The identifier of the user plane function is sent to the policy control function via the session management function, so that the policy control function is able to obtain the identifier of the user plane function to implement information exposure of the user plane function.
