The apparatus comprises: an image division module configured to divide a target image into one or more macro blocks; a macro block partitioning module configured to partition each of the macro blocks; a component determination module configured to determine, for each partition, a first component and a second component in each color channel; a color index determination module configured to determine, for each pixel, a color index of the pixel in a corresponding partition according to the first component and the second component; and a compressed code stream obtaining module configured to obtain a preset image compression ratio, and compress the macro block according to the number of partitions of the macro block, the first component and the second component and color indexes of all pixels to obtain a compressed code stream.
