A method for a user equipment (UE) to monitor paging messages is provided. The method monitors, while the UE is in an Idle mode, a physical paging channel (PPCH) for receiving paging messages associated with the UE from a serving radio access network (RAN). The method receives one or more paging messages associated with the UE while monitoring the PPCH. The method then determines, whether the one or more paging messages are received during a small data transmission (SDT) procedure. The method further determines whether to terminate the SDT procedure or not after determining that the one or more paging messages are received during the SDT procedure.

A method for a user equipment (UE) performing a small data transmission (SDT) is provided. The method includes receiving, from a base station (BS), a radio resource control (RRC) release message that includes an SDT configuration when the UE is in an RRC_CONNECTED state; transitioning from the RRC_CONNECTED state to an RRC_INACTIVE state when the UE receives the RRC release message; initiating an SDT procedure based on the SDT configuration when the UE is in the RRC_INACTIVE state; obtaining a default configuration that is preconfigured for the UE and includes a Power Headroom Report (PHR) configuration; and applying the default configuration when the UE initiates the SDT procedure.

A method for a user equipment (UE) of determining a tracking reference signal (TRS) resource set availability is provided. The method includes receiving, from a base station (BS), a TRS configuration that indicates one or more TRS resource sets for the UE to monitor reference signals; determining whether a Layer 1 (L1)-based availability indication for the one or more TRS resource sets is received from the BS; and determining the one or more TRS resource sets are unavailable when the UE determines that the L1-based availability indication has not been received from the BS.

A method for small data transmission (SDT) and related device are provided. In the method, a configuration from a base station (BS) is received. The configuration indicates a first reference signal received power (RSRP) threshold and a second RSRP threshold. A SDT procedure is initiated based on a configured grant (CG) resource in response to a RSRP of a downlink (DL) pathloss reference being higher than the first RSRP threshold. In response to initiating the SDT procedure based on the CG resource, the method further includes the following. A synchronization signal/physical broadcast channel block (SSB) from a SSB set in a case that the SSB has a RSRP above the second RSRP threshold. A random access (RA) procedure is initiated in response to none of SSBs in the SSB set having a RSRP above the second RSRP threshold.

A method for a user equipment (UE) to monitor a physical downlink control channel (PDCCH) is provided. The method receives, while being in a radio resource control (RRC)_CONNECTED state, from a base station (BS), an RRC release message that includes a small data transmission (SDT) configuration. After receiving the RRC release message, the method transitions to an RRC_INACTIVE state from the RRC_CONNECTED state in response to receiving the RRC release message. The method then initiates an SDT procedure based on the SDT configuration. The method further determines whether a search space set associated with an SDT search space is received from the BS. The method monitors the PDCCH by monitoring the search space set during the SDT procedure when the search space set is received from the BS.

A method of a Random Access (RA) procedure performed by a User Equipment (UE) is provided. The method includes receiving a first Random Access Channel (RACH) configuration from a Base Station (BS), the first RACH configuration including a first parameter associated with a first maximum number of RA preamble transmissions, receiving a second RACH configuration for a 2-step RA type from the BS, initiating an RA procedure with an RA type set to the 2-step RA type, determining whether the second RACH configuration includes a second parameter associated with a second maximum number of RA preamble transmissions, applying the second parameter for the RA procedure in a case that the second parameter is included in the second RACH configuration, and applying the first parameter for the RA procedure in a case that the second parameter is not included in the second RACH configuration.

The mapping ratio configuration indicates a number of SSBs per CG resource, the SSBs are configured by the SSB set, and the CG resource is configured by the CG configuration for SDT.
