The present invention is to provide an optical access network in which a remote unit receives an optical burst signal. A central unit (OLT) transmits a DC-balanced optical continuous signal including packets having identification information for identifying each remote unit (ONU) to an optical switching module (OSM). The optical switching module (OSM) receives the DC-balanced optical continuous signal from the central unit (OLT), optically switches the packets based on the identification information, and transmits a DC-balanced optical burst signal including the packets to the remote unit (ONU). The remote unit (ONU) receives the DC-balanced optical burst signal and acquires the packets transmitted to the remote unit (ONU).

The optical access network comprises an OLT, a plurality of ONUs and one or more stages of optical switches, which are connected one another. In the direction from the OLT to the ONU, each frame (packet) transmitted from the OLT to one of the ONUs is checked so that only the destination ONU specified in the frame (packet) is connected to the OLT. The bit rate of the transcoded MPEG-2 bit stream and the differential bit streams thus multiple times separated are much lower than that of the original MPEG-2 bit stream. This leads to the fact that the multiple-output bit stream separating apparatus and the multiple-input bit stream merging apparatus can promptly and reliably transmit and receive an original MPEG-2 bit stream having a large bit rate by transmitting and receiving a plurality of transcoded MPEG-2 bit streams and a plurality of differential bit streams in place of the original MPEG-2 bit stream.

Herein disclosed a bit stream separating apparatus for inputting and transcoding an original MPEG-2 bit stream, and separating the transcoded MPEG-2 bit stream to generate a transcoded MPEG-2 bit stream and a differential bit stream, which is a differential bit stream between the original MPEG-2 bit stream and the transcoded MPEG-2 bit stream, and a bit stream merging apparatus for inputting and merging the transcoded MPEG-2 bit stream and the differential bit stream to reconstruct the original MPEG-2 bit stream. The bit stream separating apparatus makes it possible for the bit stream merging apparatus to reconstruct the original, high quality, MPEG-2 bit stream from the transcoded MPEG-2 bit stream already received and the differential bit stream, thereby eliminating the effort and time to send the original MPEG-2 bit stream again.

Herein disclosed is an apparatus for transcoding a coded multiplexed sound and moving picture sequence comprises the rate converter, which is operated to compress only the video bit streams, which have extremely large information volume. The compression operation is carried out through the steps of (a) operating the MPEG-2 TS demultiplexer to demultiplex the input MPEG-2 transport streams into video TS, audio TS, and system information TS; (b) operating the MPEG-2 video transcoder to transcode the video TS to generate output video TS having information volume less than the video TS; (c) operating the system controller to modify or not modify part of fixed codes of the system information TS in accordance with the output MPEG-2 transport streams; (d) operating the MPEG-2 TS multiplexer to multiplex the video TS thus transcoded, the audio TS, and the eventually partly-modified or not modified system information TS into output MPEG-2 transport streams, and output the output MPEG-2 transport streams, thereby making it possible to control the output bit rate less than the input bit rate.

An apparatus for transcoding a coded moving picture sequence according to the present invention comprises a rate controller for adapting the scaling factor to perform the rate control over the coded moving picture sequence signal having a desired target bit rate. The rate controller of the apparatus has: a remaining bit computing unit for computing: a remaining number of inputting bits R (n) for each of the pictures in the first coded moving picture sequence signal on the basis of the number of real inputting bits S (n) of the current picture and the estimated number of inputting bits; and a remaining number of outputting bits R (n) for each of the pictures in the second coded moving picture sequence signal on the basis of the number of real outputting bits S (n) of the current picture and the estimated number of outputting bits; a target ratio computing unit for computing, for each of the pictures, a target ratio of the remaining number of outputting bits R (n) to the remaining number of inputting bits of the picture R (n); and a scaling factor computing unit for computing the scaling factor on the basis of the target ratio to control the target bit rate of the second coded moving picture sequence signal.
