A plurality of storage batteries are divided into a plurality of storage battery blocks. A useful life of each of the storage batteries is shorter than the project life. Total capacity of the plurality of storage batteries is equal to or greater than the product of capacity required for a project and a ratio of the project life to the useful life. The project life is divided into a plurality of periods. For each of the plurality of periods, a rest storage battery block is selected from the plurality of storage battery blocks in rotation, the rest storage battery block is rested, and an operational storage battery block is operated. The sum of actual operating time of each of the storage battery blocks and equivalent operating time of each of the storage battery blocks is prevented from exceeding the useful life during the project life.

Regarding an independent system, a prediction value of charged/discharged power of a storage battery is calculated, based on a prediction value of generated power of a renewable energy power generator, a prediction value of demanded power of a control device, and a prediction value of demanded power of a load on an assumption that a power supply limit is applied to the load. Whether or not charge or discharge of the storage battery with charged/discharged power matching the prediction value of the charged/discharged power of the storage battery is possible is determined. The power supply limit is tightened when it is determined that the charge or discharge of the storage battery is not possible. A limit data indicating a detail of the power supply limit is output when it is determined that the charge or discharge of the storage battery is possible.

A resource matrix includes a plurality of state indicators and a plurality of charge/discharge conditions. The resource matrix is referred to and two or more state indicators related to an input state indicator so as to satisfy a condition are selected from the plurality of state indicators. A charge/discharge condition corresponding to each of the two or more selected state indicators are extracted from the plurality of charge/discharge conditions, so that two or more charge/discharge conditions are extracted. Interpolation is performed in the two or more selected state indicators and the two or more extracted charge/discharge conditions, so that a charge/discharge condition adoptable in a secondary battery in a case where a state of the secondary battery is indicated by the input state indicator, is calculated.

A secondary battery power control method controls power discharged from a secondary battery included in an interconnected system that supplies power to a power system, the interconnected system including a power generator that changes in output power, and an electric power storage-compensation device that includes a secondary battery, and a bidirectional converter that controls charging/discharging of the secondary battery, and compensates for a change in output power of the power generator. A temperature detection section that detects the temperature of the secondary battery is annexed to the secondary battery, and the maximum discharge power of the secondary battery is limited using the bidirectional converter when the temperature of the secondary battery detected by the temperature detection section has exceeded a preset temperature.

An energy amount required for charging from the remaining capacity management value to the vicinity of a charge end and an energy amount required for discharging from the remaining capacity management value to the vicinity of a discharge end are calculated. A charge/discharge energy amount available for the secondary battery is predicted. A time required to complete the correction in the vicinity of the charge end and a time required to complete the correction in the vicinity of the discharge end are predicted based on the calculated energy amount and the predicted energy amount. A correction method having the shorter predicted time of the predicted times is selected. A state of charge of the secondary battery is controlled in such a manner that the remaining capacity management value of the secondary battery is corrected by the selected correction method.

A power storage device has a NaS battery for storing electric power, a Hall current detector for measuring charge/discharge current value I of the NaS battery, a bidirectional converter for converting electric power between a direct current and an alternating current bidirectionally, and a controller for controlling the power storage device. The controller integrates the charge/discharge current value I of the NaS battery and calculates the calculated value of the discharge capacity in the NaS battery. The controller calculates estimated error Er(t) of the calculated value of the discharge capacity, specifies NaS batterythat requires the correction of the calculated value of the discharge capacity, charges/discharges the NaS battery to a depth of discharge at which the calculated value of the discharge capacity is corrected, and corrects the calculated value of the discharge capacity in the charged/discharged NaS battery.

When a power storage device is requested to release power, a limit for power supply to a power consuming body is set relatively higher, and when the power storage device is requested to absorb power, the limit for power supply to the power consuming body is set relatively lower. When the power storage device is requested to release power, a command value PD for released power is calculated by adding supplied power PS to a requested value PE for released power. When the power storage device is requested to absorb power, a command value PC for charged power is calculated by subtracting the supplied power PS from a requested value PA for absorbed power.

A high temperature secondary battery based energy storage and power compensation system wherein, an electric power supply system, electric load, and electric energy storage system including a high temperature secondary battery and power conversion system, are electrically connected with one another. When operating normally, electric power is supplied from the electric power supply system to the electric load, while the electric energy storage system operates to effect peak shaving and load leveling. A high speed switch is provided between the electric power supply system and the electric energy storage system, so that when a voltage sag or service interruption occurs while electric power is being supplied from the electric power supply system, the voltage sag is immediately detected and the switch is immediately opened, and electric power is immediately supplied from the electric energy storage system to the electric load to compensate for the voltage sag or service interruption.

The assembly is hermetically sealed by an insulating package formed by an insulator having a corrugated outer surface such that outer surfaces of the conductive members are exposed out of the package. One or more heat pipes are inserted into the insulating package such that electrically insulating cooling medium filled in the heat pipes can be in direct contact with the semiconductor substrates. In a system for transmitting an electrical power supply by means of an over-head power transmission line supported by power transmission towers, a fault such as a short-circuit fault and a ground fault is detected by providing optical current sensors having opto-magnetic elements and opto-electric field elements on respective conductors of the transmission line to detect a fault current and fault voltage on the basis of the Faraday's effect and Pockel's effect. Light beams passing through the elements are modulated by the magnetic fields induced by the currents passing through the conductors and the voltages on the conductors, and thus include information about the current and voltage. There is further provided a circuit for calculating a distance to a fault point in accordance with the detected current, voltage and a phase difference therebetween and a known impedance of the power transmission line. The thus calculated distance to the fault point is displayed on display means which is arranged at the power transmission tower or the substation.
