A wireless user equipment performing wireless communication in a primary and a secondary frequency bands, a first wireless access point AP performing the wireless communication in the primary frequency band, and a second wireless base transceiver station BTS performing the wireless communication in the secondary frequency band are included. The AP and the BTS are connected to each other through a network. A UD report transfer unit transfers a UD report including information relating to transmission-waiting user data destined for a receiving node. The receiving node includes a transmission opportunity control unit which sets a fixed transmission prohibition time in a channel in the primary frequency band for a wireless communication device in a vicinity, obtains a transmission opportunity, grants the transmission opportunity to the transmitting node, and causes the user data to be transmitted from the transmitting node according to the transferred UD report.

A radio communication system is disclosed that includes at least one user equipment and multiple base stations including a first base station configured to execute radio resource control of the user equipment through a control path and a second base station configured not to execute radio resource control of the user equipment. The system includes multiple gateways, including a first gateway connected with the first base station and a second gateway connected with the second base station, and a switching station that controls the establishment of user paths among nodes.

The first base station, based on a measurement report message, determines whether a user-plane path is to be established between the first base station and the second base station. In a case in which it is determined that a user-plane path is to be established, the first base station establishes a user-plane path between the first base station and the second base station. Also, the first base station controls the user equipment to establish a user-plane path between the user equipment and the second base station.

When a frequency band is shared between a large cell system having a large cell base station and a small cell system having a small cell base station, the large cell base station dynamically controls dedicated resources for the large cell base station and shared resources for both the large cell base station and the small cell base station based on predetermined information, broadcasts allocation information of dedicated resources for the large cell base station and shared resources for both the large cell base station and the small cell base station, to the small cell base station belonging to the own cell, and the small cell base station belongs to at least one large cell base station and determines resource assignment in the own cell based on the resource allocation information broadcast from the large cell base station.
