A cutting tool includes a body, a rake face, a flank face, a cutting edge and a region A. The body includes a base and a layer provided on a surface of the base. The rake face is located on a top surface of the body. The flank face is located on a side surface of the body. The cutting edge is located at an intersection of the rake face and the flank face. The region A is a region in the rake face near the cutting edge. A maximum height of the roughness profile Rz(A) of the region A is 0.5-1.0 &#x3bc;m. A skewness Rsk(A) of the region A has a negative value.

The surface-coated memberis constituted by coating the surface of the base bodymade of such a material as cemented carbide or cermet, with the hard coating layerthat comprises at least one TiCN layerand the AlOlayerformed on the surface of the TiCN layerwherein the TiCN layeris constituted from stringer-like TiCN crystal grown in a direction perpendicular to the base bodyand mean crystal width wof the TiCN layeron the AlOlayerside is made larger than mean crystal width won the base bodyside. This surface-coated member, as a cutting tool, shows excellent breakage resistance and high wear resistance with a long service life, where strong adhesion force of the hard coating layer can be maintained without experiencing peel-off between the TiCN layer and the AlOlayer even in cutting operations under harsh cutting conditions, such as intermittent cutting operation where the cutting edge is subject to strong impact.
