An objective is to prevent a downloaded application from accessing data in an external memory unrelated to the application, and to achieve safer management of access to the external memory. An external memory function moduleis a function module that controls access of an application downloaded in a cell phone, to an external memory. This external memory function modulehas a bind ID acquirerfor acquiring a bind ID to specify the application downloaded, a discrimination ID acquirerfor acquiring a directory discrimination ID to specify an application permitted to access a directory, and an access controllerfor checking the bind ID against the directory discrimination ID and for, when they coincide with each other, performing such control as to permit access of the application to the directory.

A data transmission control system includes a server configured to store an application program having a data area in which transmission control information containing a threshold value used to detect abnormal data transmission is stored and to allow the application program to be downloaded in response to a request, and a mobile device that downloads the application program from the server. The mobile device comprises a management table recording the transmission control information extracted from the downloaded application program; a counter configured to count a number of messages or traffic volume per unit time; a detector configured to compare the counted value with the threshold value contained in the transmission control information to detect abnormal data transmission; and a transmission regulating unit configured to restrict data transmission upon detection of the abnormal data transmission.

A data communication restriction method for flat rate users is disclosed. The data communication restriction method comprises the steps of: monitoring data communication status of a flat rate user, and determining whether the number of request or communication quantity during a predetermined period exceeded a predetermined threshold (S); setting the flat rate user as a communication restricted object when it is determined that the threshold was exceeded (S); and transmitting a communication restriction signal including communication restriction period information to a mobile terminal of the restricted flat rate user, when the restricted flat user requested access again (S); whereby data communication of the mobile terminal of the restricted flat rate user is restricted during the communication restriction period.
