A surface modifier composition that exercises an excellent antistatic performance, offers an excellent storage stability, and provides an excellent surface feel, surface protection, and surface lubricity; that does not suffer from deterioration over long periods of time; that exhibits an excellent blending stability with respect to cosmetics, lubricants, lustrants, antifoams, fiber-treatment agents, and paints; and that has an excellent capacity to improve a variety of surface properties. The surface modifier composition comprises an (A) amidepolyether-modified organopolysiloxane and an (B) alcoholic functional group-containing compound.

A polyoxyethylene alkyl ether fatty acid amide modified organopolysiloxane composition is superior in terms of its feel in use, and in its surface-protecting characteristics, surface lubricating characteristics, and anti-static properties. The composition shows no degeneration over long periods of time. It is superior in terms of its mixing stability in cosmetic based agents, and in lustering agents, lubricating agents, defoaming agents, fiber treatment agents, and paint additives, and has a superior effect in improving their surface characteristics. The composition is a polyoxyethylene alkyl ether fatty acid amide modified organopolysiloxane composition containing an amidopolyether-modified organopolysiloxane and a polyoxyethylene alkyl ether fatty acid.

The object of the present invention is to provide �a! a cosmetic raw material which allows the uniform dispersion of a powdered silicone rubber in a cosmetic, �b! a cosmetic �i! which consists of the abovementioned cosmetic raw material and other cosmetic raw materials, �ii! which contains a uniformly dispersed powdered silicone rubber, and �iii! which has a good feeling on the fingers and skin, good spreading characteristics and a good feeling during use, and �c! a method for manufacturing such a cosmetic with good efficiency. The present invention provides �a! a cosmetic raw material which is characterized by the fact that said material consists of an aqueous suspension of a powdered silicone rubber with a mean particle size of 0.1 to 500 microns, �b! a cosmetic which is characterized by the fact that said cosmetic consists of the abovementioned cosmetic material and other cosmetic materials, and �c! a cosmetic manufacturing method which is characterized by the fact that the abovementioned cosmetic raw material is mixed with other cosmetic raw materials.

The present invention relates to a silicone foam control composition that is able to inhibit foaming only during the rinse stage without impairing a strong foaming action during the wash stage. The silicone foam control composition comprises 80 to 99 weight % of an organopolysiloxane containing amino-functional or carboxyl-functional organic groups and silica with a specific surface area of at least 50 m.sup.2 /g.
