A hydrophilic surface-treating aqueous solution and a hydrophilic surface-treating method are provided to form a film which can maintain its hydrophilicity. The hydrophilic surface-treating aqueous solution contains as main components polyglutamic acid, basic compound, and aqueous resin if necessary. This surface-treating solution and method enable the forming of a film on the surface of aluminum series metals which are used for aluminum fins of heat exchangers, and confer the film's anticorrosion properties, superior hydrophilicity and high hydrophilic permanency, while remarkably suppressing an offensive odor.

Disclosed are an aqueous resin composition which comprises a material comprising an acrylic resin (A) having an acid value of 0 to 70 and an epoxy resin (B), which may be or may not be partially bound to each other, an acrylic resin (C) having an acid value of 100 to 500 which may be or may not be further partially bound to a bound product of (A) and (B) or to (B), and, if necessary, at least one of a resol type phenol resin and an amino resin (D) which may be or may not be previously condensed with at least one of (A), (B) (C) and a bound product thereof, and being dispersed in an aqueous solution containing a volatile base (E), and a method for forming a coating film on a can body using the above composition as an aqueous coating.

It is the object of the present invention to provide a hydrophilic surface treating aqueous solution, hydrophilic surface treating method, and hydrophilic surface treating film with lasting hydrophilicity and ensuring a film having a good processability. The hydrophilic treating aqueous solution contains as main components a hydrophilic polymer having a specific molecular weight and containing a polyoxyalkylene chain of 10 wt % or more in terms of solid content, and a specific aqueous resin. This enables the formation of film with good processability and good hydrophilicity and persistency of hydrophilicity on the surface of aluminum or aluminum alloy for use in aluminum fins of a heat exchanger, as well as suppressing the generation of unpleasant odor.
