To provide a fluid composition and a refrigerant composition having flammability suppressed; and an air conditioner in which restrictions in order to inhibit combustion of the refrigerant composition are reduced and it is thereby possible to omit or simplify measures for inhibiting combustion of the refrigerant composition. The fluid composition is either a composition (I) comprising at least one component (A) selected from the group consisting of alkanes, halogenated alkanes and alkenes and at least one component (B) selected from halogenated alkenes, or a composition (II) (excluding the composition (I)) comprising two or more ingredients (B) selected from halogenated alkenes. The fluid composition has a combustion inhibiting effect as defined by &#x2212;100&#xd7;{(measured maximum burning velocity)&#x2212;(estimated maximum burning velocity)}/(estimated maximum burning velocity), of at least 10%.

A cleaning method may include: bringing an article to be cleaned into contact with a liquid-phase solvent composition including 1-chloro-2,3,3-trifluoro-1-propene and 1-chloro-2,2,3,3-tetrafluoropropane; and exposing the article to be cleaned to steam generated by evaporating the liquid-phase solvent composition. The method for producing (Z)-1-chloro-2,3,3-trifluoro-1-propene includes: distilling a distillation composition which contains (Z)-1-chloro-2,3,3-trifluoro-1-propene, (E)-1-chloro-2,3,3-trifluoro-1-propene and water to remove (E)-1-chloro-2,3,3-trifluoro-1-propene and water as an azeotropic composition or an azeotropic-like composition.

There is provided a method of efficiently manufacturing 1-chloro-2,3,3-trifluoropropene by an industrially feasible method by using a raw material which is easy to obtain. A method of manufacturing 1-chloro-2,3,3-trifluoropropene, including subjecting 3-chloro-1,1,2,2-tetrafluoropropane to a dehydrofluorination reaction in the presence of a base.
