Since the minimum value of the average difference values is designated as an activity of the macro block, an activity of a macro block that contains even a small plain portion can be more suppressed. As a result, a quantizer value of a macro block that contains an edge can be decreased. Thus, mosquito noise of a macro block that contains an edge portion of a picture can be suppressed.

An encoder and an encoding method capable of improving the transfer efficiency in an encoding process is provided. The encoder determines the number of removed bit planes in order that the quantity of generated codes per frame is kept constant when performing the encoding process. Accordingly, the encoder can prevent variation of processing time in a stage before the encoder performs an encoding process.

At that point, as the quantizer scale value becomes large, the rounding accuracy of DCT coefficients that are quantized is designated so that the round off direction becomes large. Thus, the DCT coefficients are quantized so that the amplitude is not increased. As a result, the encoding noise can be suppressed.
