Various combinations of these teachings solve dual errors for a user equipment UE checking whether a private cell is allowed when handing over between serving and target cells, where the PLMN and/or list of EPLMNs of the serving and target cells may differ. The serving cell may send a one-bit indication that there is a change in a handover command or a system information SI6 message after which the UE may or may not refrain from reporting new cells until it performs a registration/location area update in the target cell. The target cell may trigger in the UE a registration update then provide the UE with the PLMN of the target cell. The serving cell can provide the PLMN of the target cell in a SI6 message or handover command, which the UE may use in place of or in addition to the PLMN/EPLMN of the serving cell when checking whether a private/closed subscriber group cell is allowed.

A method for reselection of a cell in a wireless network comprises a) detecting that a level of a current serving cell is below a threshold defined for the current serving cell; b) determining the availability of a target cell at a lower or equal priority layer than the current serving cell; c) determining, for at least one available target cell at a lower or equal priority layer than the current serving cell, whether the available target cell has a level above a threshold defined for the available target cell; and d) selecting the available target cell if the determination at c) is affirmative; if the determination at c) is negative, using a hysteresis to select any target cell with a level better than the serving cell.

Measurement reporting of inter-rat cells of more than one rat in GERAN

In an exemplary embodiment content of a data message to be sent on a control channel is determined, and a selection is made between ciphering and not ciphering the data message based on the determined content. By example if from the content it is determined that that the data message is a SMS message, ciphering is selected and the control channel is a SACCH; else ciphering is not selected. Such a determination may be made by checking a service access point identifier for a data block comprising the data message. A data message within a data block received on the control channel is determined to be ciphered or not ciphered using only information within the data block, and the received data message is processed according to the determination. In another embodiment the FACCH is selected for sending the message if it is a SMS, and ciphering is selected for all data blocks sent on the FACCH.

Dynamic content-based ciphering on a control channel

At a user equipment, individual ones of a set of measurements of neighbor cells are associated with individual code points which are relative to a threshold () and define a step size () that is dynamically determined from a set of possible step sizes. The code points to which the measurements are associated are compiled into a measurement report which is sent to a network. The step size is thus dynamically determined from a set of possible step sizes. There is provided arrangements for controlling and supporting network sharing. A set of common system information which applies to communication networks sharing at least one shared local communication area for communicating with host network elements is prepared. A set of dedicated system information which applies to at least one of the communication networks sharing the at least one shared local communication area is prepared. The dedicated system information is addressed only to host network elements being configured to support sharing of a local communication area. System information including the set of common system information and the set of dedicated system information is transmitted. The provided method includes the steps of receiving an indication of a plurality candidate cells with respect to said cell reselection of a mobile terminal; assigning, toward each of said plurality of candidate cells, a priority, wherein at least one candidate cell of the plurality of candidate cells does not support priority based cell reselection; and providing said priorities to said mobile terminal.
