A networking mode of the 5G network is SA networking. The user equipment receives a registration reject response from the network side device when no available 5G subscription data of the user equipment is obtained through query, where the registration reject response notifies the user equipment that the registration with the 5G network fails. The user equipment receives a notification short message from the network side device after the network side device provisions a 5G service for the user equipment; and the user equipment sends the registration request to the network side device again in response to the notification short message.
