Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may determine that a signal-to-noise ratio (SNR) of one or more communications from a serving cell satisfies an SNR threshold after establishing a New Radio radio resource control (RRC) connection with the serving cell. The UE may transmit a measurement message to the cell based at least in part, on the determining that the SNR of the one or more communications from the serving cell satisfies the SNR threshold. The UE may receive, from the serving cell, a list of one or more neighbor cells based at least in part on the transmitting the measurement message, and establish an RRC connection to a neighbor cell on the list based at least in part on determining that a radio link failure occurred. Recovery from radio link failure

Aspects of the present disclosure provide techniques for improving emergency calls by a user equipment (UE) in certain scenarios. The techniques generally include receiving a trigger for the UE to perform a circuit switched (CS) emergency call via a first subscriber identity module (SIM) that is serving as a default data subscriber (DDS), attempting the CS emergency call via the first SIM, detecting a failure to perform the CS emergency call via the first SIM, and re-attempting the CS emergency call via a second SIM, in response to the detection.

Method for improved emergency call

Methods, systems, and devices for wireless communications are described. A user equipment (UE) may establish a first wireless connection associated with a first subscription using a first radio access technology, and may establish a second wireless connection associated with a second subscription using a second radio access technology. The UE may perform a call over the second wireless connection, and identify a loss of the first wireless connection based on performing the call over the second wireless connection. The UE may perform a network discovery procedure associated with the first subscription using the first radio access technology based on the loss of the first wireless connection and a termination of the call over the second wireless connection.
