A coating composition includes a latex component and an agent for replacing all or part of the volatile coalescing solvent. The agent has the following formula:X(AO)Hwherein The coating composition has a VOC content of less than or equal to 150 g/L. The agent for replacing the volatile coalescing solvent contributes little or nothing to a total VOC level in the coating composition. As such, the coating composition may be formulated to have a VOC content of less than or equal to 150 g/L, which meets or exceeds standards for VOC content in interior and exterior flat and non-flat paints for all sheen ranges, while providing equivalent or superior properties to those provided by volatile coalescing solvents.

The present invention is directed to a powder coating composition and a method. The method improves the color strength of a cured film of the powder-based coating composition. To produce the powder-based coating composition, the method begins by combining a powder-based binder, specifically a resin and a cross-linking agent, with a pigment and a surfactant to form a mixture. The mixture is then extruded thereby forming an extrudate of the mixture. The extrudate is cooled and then ground to produce the powder-based coating composition from the extrudate of the mixture. Next, the powder-based coating composition is spray applied to a substrate and cured to form the cured film. The surfactant in the mixture improves the color strength of the powder-based coating composition and the cured film so that the amount of pigment included in the mixture can ultimately be reduced. Additionally, certain physical properties of the cured film are not compromised.

The composition is capable of being handled and applied to a substrate in the absence of excessive foaming. The aqueous composition includes as essential components specified concentrations of a specifically-defined normally liquid predominantly hydrophobic nonionic ethylene oxide/propylene oxide block copolymer surfactant, and a solely hydrophobic defoaming agent (e. g., a hydrocarbon-based mineral oil). It is possible for the composition to be applied even to a hydrophobic substrate (e.g., a polyester film substrate). Compositions of the present invention, following application to a substrate and the volatilization of the water component, form a substantially uniform polymeric film that can serve as a coating or adhesive.
