The system and method described herein may securely disseminate and manage postal rate information, including discount or custom postal rates established in contractual agreements negotiated between a postal service and certain mailers, among other postal rate types. For example, the postal service may upload postal rates to a server associated with a postage vendor and optionally associate the postal rates with particular mailers. The postal service and/or postage vendor may then validate whether the postal rates were correctly uploaded, and the postage vendor may then enable applicable mailers to utilize the postal rates in response to validating that the postal rates were correctly uploaded. Additionally, the postage vendor may maintain records relating to postage transactions, which a mailer can use to support a request to negotiate the custom postal rates with the postal service and subsequently prove compliance with any terms and conditions associated therewith.

A method and apparatus for performing event notification in a system having a distributed web cluster. A change of state is provided to the system. A state change table is updated in the system with the provided change of state. The change of state is propagated from the state change table to the web cluster, through polling, broadcast, or other methods. The web cluster is synchronized to reflect the state change.

A pleated panel shutter system for an opening in a dwelling in which the pleated panel portions can be drawn to the side rendering the bulk of the opening available for ventilation, light, and the normal function of a window or a door. The pleated panel can be closed shut, and optionally locked, with securement against vandalism as well as high winds and flying debris damage, such as occurring in a hurricane. The strength of the pleated panels in the vertical orientation permits perforation over more than 50% of the surface of each of the panels, while still providing ample impact against winds up to 125 mph., and survive the impact test of a two by four (2&times;4) six (6) feet long fired at 34 mph. without deflecting more than 2&frac12; inches.

Perforated pleated shutter and method

Disclosed is a shutter system and its panels in which at least one panel is formed of corrugations, and in which the subject panel is perforated. Ideally, the perforation is employed in a panel having an isosceles trapezoidal rib, with the perforations running the full length of the face of the rib. The adjacent panels are secured by a wide variety of means often implying a keyhole slot at the top and the bottom of each panel to engage a fastening means which is secured to the structure being covered. Different mountings including direct mountings, of course, are contemplated. The panels, whether perforated or not, are formed from essentially the same material and as a consequence thermal expansion and contraction between adjacent panels is accommodated by the mutual expansion and contraction of each, thereby requiring only accommodation of the shutter system with regard to the opening in the dwelling which it closes.

Perforated shutter system and method

A shutter system and method in which the shutters are normally rolled to a nominal one foot width and have an infinite length, normally no less than two feet and no more than twelve feet is disclosed. These dimensions can be modified on one foot modules. The shutters are provided with a self-secured panel lock assembly at the overlapping joints on the inside between the shutter and windows normally on two foot spacing vertically. This can be horizontal, however, in other applications. The system includes the utilization of an angle frame at the base, and an overlapping receiver as a header. End caps may be of varying shapes but normally are typical L-shaped angles. An alternative system is direct mounted and omits the header and the footer, but must extend above and below the opening by a minimum of four inches for a twelve inch wide shutter panel, or two inches for a six inch wide shutter panel. The panel lock assembly and its spacing remains the same as the embodiment utilizing a header and a footer except that the screws are positioned at the top and the bottom of the opening being covered. The shutters are installed by raising the same upwardly and inwardly to the overhang on the upper header, lowering the same to the point where the lower portion overlap has a keyhole slot, aligning the same, and then manually threading the panel lock assembly in place and the bottom lock screw in place. Where the extrusions of the system are not employed, the threaded members engage a concrete anchor secured in the wall of the structure.

A personnel transfer apparatus is provided herein. It includes a rigid but open personnel transfer chamber provided with a buoyant support for persons in water and is suitable for personnel transfer or for personnel evacuation and rescue. The apparatus includes a deck, a buoyant, shock-absorbing base supporting the deck, and a plurality of padded peripheral posts upstanding from the deck. These posts are used for lifting purposes. One of the posts is a central floatation, padded post. Such post is not to be used for lifting purposes. The posts provide a cage for surrounding personnel on the deck. The deck and the shock-absorbing base have sufficient buoyancy to support the whole chamber and deck in the water with the deck disposed slightly below the water level. A roof is supported by the posts and supporting wire ropes are associated with the roof at the region of each of the peripheral posts for suspending the device with several persons thereon by wire ropes which are connected to the second vessel from which personnel are to be transferred. The base of the personnel transfer chamber is connected to a tag line, which, in turn, is connected to a tugger line to be wound on a winch mounted on the deck of the second vessel.
