A system and method are provided to facilitate signaling between base stations controlled by alternate spectrum holders (ASH's) and individual multi-mode devices (MMD's) operating in communication with those base stations to indicate an ability to a global spectrum marketplace of an ability of the base stations and/or the individual MMD's to support communication in both International Mobile Telecommunication (IMT) and non-IMT bands is support of a dynamic spectrum allocation scheme. The disclosed systems and methods may be based on a modification of the 3rd Generation Partnership Protocol (3GPP&#xae;) Long Term Evolution (LTE&#xae;) standard so that non-IMT licensed spectrum can be included in LTE&#xae; or LTE-Advanced&#xae; multi-band carrier aggregation.

A system and method are provided to implement dynamic spectrum access with individual multi-mode devices that incorporate multiple radios in a single device. A multi-mode device is configured to make use of the incremental spectrum by maintaining a data communication link via a base station that is operated by a primary operator to support communications in the primary operator's exclusively-licensed spectrum. This data communication link is maintained by a first radio, the data communication link being used to support a first level of data communication as well as to signal an availability of additional spectrum to the multi-mode device. The multi-mode device may request access to additional spectrum. A second radio may facilitate access to received additional spectrum with the multi-radio multi-mode device.

The invention provides a middleware component usable in a mobile terminal device such as a multi-mode device, where the middleware component mediates between an application program and network interfaces and/or hardware to manage the interaction between the device and a cloud spectrum service. A system and method are provided for implementing a cloud based spectrum management scheme that enables Dynamic Spectrum Access (DSA) through rentals of available spectrum in a two-level analytics process for optimization. Primary spectrum holders as exclusive licensees of underused spectrum communicate with a global spectrum broker to place portions of their underused spectrum into an auction-based rental market on the condition that they can regain control of their spectrum when a need arises. Local spectrum brokers communicate with the global spectrum broker to bid for available spectrum to meet their temporary needs in time and place. The local spectrum brokers, in turn, administer local optimization schemes over their portion of the global region to ensure that an expected level of quality of service is provided to individual customers with whom the local spectrum brokers communicate. The disclosed brokering scheme, properly administered, provides an incremental step-wise approach to solving long-term spectrum shortage for wireless communications.

Two-level optimization for cloud spectrum services

A communication apparatus associated with a system that uses two or more wireless standard in IMT and non-IMT bands. The invention is a wireless device with the ability to operate, transmit and/or receive, in one or more IMT bands and one or more non-IMT bands that are licensed to services and/or applications other than IMT. This is accomplished through inclusion in the wireless device of one or more radios operating in licensed IMT bands, an 'IMT radio', and one or more radios operating in licensed non-IMT bands, a 'non-IMT radio'. A non-IMT radio could be a stand-alone, separate radio inside the wireless device or an extension or modification of the IMT radio in a way that it covers non-IMT bands.

A cloud spectrum manager (CSM) for managing the sharing of spectrum among multiple operators in a distributed computing environment. The cloud spectrum manager comprises an allocation service component which applies a resource allocation policy to determine whether the requested spectrum from an operator may be allocated. The allocation of spectrum allows the operator to get spectrum from the CSM at wholesale prices and then the operator manages the rented spectrum with its associated client devices. The operator manages the rented spectrum, perform their own analytics & optimization and offer spectrum services to the clients. The demands on the CSM are alleviated since it can manage spectrum at whole sale quantities and leave the finer grain device to device management to the operator.

Operator and third party cloud spectrum services for efficient spectrum usage

A platform to facilitate transferring spectrum rights is provided that includes a database to ascertain information regarding available spectrum for use in wireless communications. The proposed apparatus and non-transitory machine-accessible medium defines the transactions required for release of the 'rented' spectrum by clients which are using the spectrum when demanded by a primary spectrum holder to provide functionality for flexible and optimal use of spectrum on client devices. The apparatus and non-transitory machine-accessible medium coordinates scanning for available broadcast, multicast, and/or conditional access platforms, networks, and/or services, as well as maintaining connection with CSS network elements to enable flexible and optimal use of the spectrum and manages the resources among multiple radios and applications on the platform.
