A packet distribution system includes: a first transfer device that is placed on a boundary of a core network and near first and second terminal devices; a second transfer device that is placed on the boundary of the core network and near a content distribution device; and a control device that, when a first content packet is distributed to the first terminal device, a distribution request packet is transmitted from the second terminal device, and a second content packet newly distributed from a content distribution device to the second terminal device is detected by the second transfer device, causes the second transfer device to abandon the second content packet based on control information included in the second content packet, and causes the first transfer device to copy the first content packet distributed to the first terminal device, to the second terminal device.

A method of synchronizing databases of a plurality of monitoring devices in a communications system having a communications device, a first monitoring device and a second monitoring device for monitoring the communications device and a network connecting these devices. Each monitoring device accommodates a database. The first monitoring device transmits a control command with a network address of the first monitoring device to the communications device. The communications device transmits the received network address to the second monitoring device. The first monitoring device updates registered data recorded in the database accommodated by the first monitoring device. The second monitoring device transmits a read-out request for reading out registered data which is altered by the updating operation and recorded in the database accommodated by the first monitoring device, to the first monitoring device by using the network address of the first monitoring device received from the communications device. When the second monitoring device receives the registered data, the second monitoring device updates registered data recorded in the database accommodated by the second monitoring device based on the received registered data.

In a supervisory control system where an upper supervisory control terminal supervises and controls transmitting devices, the upper supervisory control terminal has two supervisory states. The transmitting devices store state change information to be transmitted to the upper supervisory control terminal with an issue of the information being suppressed when the upper supervisory control terminal is in one supervisory state, and merge the state change information into a single message to be transmitted when the upper supervisory control terminal shifts to the other supervisory state.
