Congestion control and avoidance method in a data processing system

In a service system including client apparatuses for issuing a service request and server apparatuses for receiving a service request and providing service, there is provided a data relaying apparatus for relaying data communication between them. In response to a service request, the data relaying apparatus establishes a connection from the client apparatus to the server apparatus (destination). The data relaying apparatus relays data communication between the client apparatus and the server apparatus by using the established connection. The data relaying apparatus manages a number of connections established to each of the server apparatuses. In response to a service request, the data relaying apparatus accepts or refuses the service request so as to make a number of connections to the server apparatus equal to or less than a predetermined number, and notifies a user refused relaying of a service request that relaying is possible.

In a Web information preferential transfer system, two priorities, personal priority and site priority can be set on the site of a user. On the site of a user, the site priority which can be set by a LAN-side proxy server is the priority of when a request is made. A WAN-side proxy server installed on the provider side extracts the site priority of the request, converts it to the final priority according to the communication state and settings, converts the final priority to a preferential control parameter of an IP packet of a Web object in response to the Web request, and relays it to the LAN-side proxy server. Preferential control may be made based on the final priority in the WAN-side proxy server. Charging by the provider is performed based on the communication contents used and the requested priority.

A congestion control system provided in a connection portion between a network for an Internet provider and the Internet estimates a processing capability of a Web server on the basis of states of TCP/IP such as a window size of connection being connected, a cancellation rate of packet, a response time, a throughput and the like in a congestion state of the Web server to be requested and a network to the Web server and calculates a regulation duration for each Web server on the basis of the processing capability and the number of clients being in a waiting state for a re-request to the Web server so that the client is regulated when a response for regulating the re-request with the regulation duration is returned to the client. Consequently, since the number of re-requests per unit time can be made fixed, congestion due to re-requests can be prevented and the user can necessarily utilize the Web server upon re-request. Further, the service utilizable hour can be grasped to utilize the Web service deliberately.
