According to one embodiment, in a storage cell system, cell lines each formed by connecting a prescribed number of storage cells in series are connected in parallel to form a storage cell module. Each unit is formed by connecting a prescribed number of storage cell modules in parallel. Outputs of a number of units corresponding to load capacity are linked in parallel and supplied to a load. At this time, current is limited to an extent that the storage cells are not damaged by interposing a current-limiting resistor in an output line of the storage cell module.

In a battery system for use in a vehicle as power supply, a plurality of battery groups, each configured to output a rated voltage while being charged, in parallel to an input/output system line by a system connection device, BMU devices monitor the battery groups, respectively, determining whether the battery groups enter an abnormal state, and any battery group entering the abnormal state is designated and disconnected from the input/output system line. If a predetermined of battery groups are found to enter an abnormal state, as determined by the BMU devices, a system controller generates an alarm, informing the user that the battery system may not provide power in the required amount.

A DC-DC converter includes a switching circuit having first and second switching elements to which a direct current voltage is supplied, the first and second switching elements periodically operated so that one of the switching elements is turned on while the other one is turned OFF during a period other than a dead time period, a serial circuit in which a first capacitor, and primary windings of first and second inductance elements are connected in series, and a connection is made between an output point of the switching circuit and a reference potential point (or input voltage point), and output circuits including rectifier elements, each of which rectifies a voltage induced by secondary windings of the first and second inductance elements, the output circuits obtaining a direct current output voltage.
