A method for milling Portland clinker for the production of gypsumless Portland cements is provided. The method comprises milling the Portland clinker in the presence of 0.01 to 0.05 weight % of a synthetic, organic, surface-active substance with wetting properties that is stable in an alkaline medium of pH 9-12, with the exception of the triethanolamide of dodecylbenzylsulphonic acid, to produce gypsumless Portland cements with specific surfaces of 350-750 m.sup.2 /kg.

The invention relates to an hydraulic binding agent with a controlled setting time, which attains high strength from the beginning of setting. The hydraulic binding agent is prepared from (a) 85 to 99.89% cement clinker, with the specific surface area of 150 to 3000 m.sup.2 /kg and with 5 to 95 weight % of particles smaller than 5 .mu.m, (b) 0.01 to 10 weight % salt of sulfomethylated condensation product of phenols with formaldehyde wherein up to 70% of the acidic groups are coupled by a trivalent cation from the metal group consisting of iron, aluminum and chromium, (c) 0.1 to 10 weight % alkaline hydroxide, carbonate, hydrogencarbonate, silicate, hydrogensilicate, hydrogensulfite or oxalate, and (d) at least 20 weight % of formation water. The condensation product may be partly oxidized. The hydraulic binding agent is suitable for numerous purposes in the building industry.

A binding agent setting even at temperatures below +8.degree. C., or also at temperatures substantially lower, is manufactured on the basis of cement clinker of high specific surface area and contains as admixtures forming water, compounds based on lignosulfonates, and, if need be, also further admixtures for preparation of mortars and concretes, as is sand, rough compact and porous aggregates, regulating additives, wetting agents and dyes.
