Encoding or decoding picture information can involve determining a coding mode associated with a current coding unit including picture information; determining, based on the coding mode, a first precision level associated with a first portion of a motion vector information associated with the current coding unit, and a second precision level associated with a second portion of the motion vector information; obtaining a motion vector associated with the current coding unit based on the motion vector information and the first and second precision levels; and encoding or decoding at least a portion of the picture information included in the current coding unit based on the coding mode and the motion vector.

Method and apparatus for video encoding and decoding based on illumination compensation

In one implementation, the CCB counting methods are unified between the transform residual coding process and Transform Skip (TS) residual coding process. In one example, in TS residual coding, the CCB counting excludes the coeff_sign_flag so that syntax used for CCB count is unified for the two residual coding processes. In addition, a separate maximum number of context coded bins can be specified and used for coeff_sign_flag only. In another example, in TS residual coding, the maximum number of CCB count is reduced from TB_size*2 for a TB to TB_size*1.75, or more generally both the maximum CCB counts of the transform residual coding and TS residual coding are set to an identical value, so that the maximum CCB count is unified for the two residual coding processes.

Unification of context-coded bins (CCB) count method

Methods and apparatuses for encoding/decoding a video are provided. A picture from a video is decoded from a bit-stream, the picture being encoded in the bitstream at a resolution that is lower than an original resolution of the picture. Decoding the picture further comprises up-sampling the decoded picture to the original resolution, and applying an adaptive filter to at least one component of the up-sampled decoded picture. According to some embodiments, the adaptive filter may be performed in-loop or out-of-loop of the decoding/encoding process.

Methods and apparatus for implementing Discrete Trigonometric transforms are based on maximum transform size. In one embodiment, matrix-based intra prediction is enabled for coding unit sizes up to a specified size, regardless of the maximum transform size. The derivation of an intra prediction mode is determined from gradients determined from each of the reference pixels in a defined surrounding area. In another embodiment, reassignment of an index indicative of the target intra prediction mode is performed.

At least one embodiment particularly aims at the selection of primary transforms among a set of multiple transforms for video encoding or decoding of intra sub block partitions. A method and apparatus to improve compression efficiency in a video compression scheme enables use of switchable interpolation filters. The interpolation filters are used on multiple partitions of video blocks, enabling better motion compensated prediction and improved video coding efficiency. In one embodiment, an interpolation filter index is derived for triangle partitions of a block from motion information candidate parameters, so that each unidirectional motion compensation can use a different value of interpolation filter index. In another embodiment, an interpolation filter index is a function of characteristics, such as shape or area, of video partitions.

A decoding method is disclosed that comprises: determining whether a current block of a picture extends beyond a boundary of the picture; determining for each split mode of a plurality of split modes whether said current block is allowed to undergo splitting according to said split mode by checking whether at least one of the split line is co-located with one of the picture border or whether the size of the block part inside the picture along the picture boundary is a multiple of a minimum block size; decoding from a bitstream a current split mode of the current block responsive to the allowed split modes; and decoding the current block according to the current split mode.

At least a method and an apparatus are presented for efficiently encoding or decoding video. For example, an intra prediction of an image block using at least one neural network from a context comprising pixels surrounding the image block is determined and an information relative to a transform method to apply for decoding the image block is also determined. The information relative to the transform method is inferred from the at least one neural network used in intra prediction of the image block at the encoding and either signaled or also inferred at the decoding.
