The disclosed technology is a portable/mobile test bench apparatus and method for testing the accuracy of fluid flow meters. The system comprises an improved drain line system that better removes the test fluid after testing. The system is configured to automatically test the fluid meter at a plurality of flow rates and record the test data as well as transfer the test data to a centralized database.

The modular test system is configured with an input module, an output module and zero or more center modules. The system is configured to be shipped disassembled so that it can be installed inside a test facility without the need to modify the entrances of the structure to house the test system.

Disclosed is a dual measurement tank comprising a first tank with an open top defining a first tank volume and a second tank defining an open top and defining a second tank volume that is smaller than the first tank volume. When a hydrant is activated, the electronic module performs at least one of the following functions: stores activation time data, records sound data, records image data, turns on a signaling device, determines possible flow rate by counting the number of turns the operating nut has been turned, records elapsed time since hydrant activation, estimates consumption based on time data and possible flow rate data, transmits activation data to a remove receiver. Embodiments of the smart monitor also include a receiver configured for receiving a signal from remote transmitter for activating the signaling device.
