Floor panel for forming a floor covering, where the floor panel includes a carrier on the basis of a thermoplastic material and a top layer provided on the carrier. The thermoplastic material is free from plasticizers or includes a plasticizer in an amount up to maximum 20 phr, where the thermoplastic material is foamed or expanded, and where the carrier is provided with a reinforcement layer.

A method for manufacturing a single- or multi-layered substrate, which is suitable for a floor panel, where, for forming a substrate layer, thermoplastic material is strewn, for example, onto a transport device. The strewn thermoplastic material is consolidated under the influence of pressure and/or heat, preferably in a press device, where the thermoplastic material to be strewn comprises micronized material.

Method for manufacturing floor panels, where the floor panels include a carrier on the basis of thermoplastic material and a top layer provided on the carrier; and where the method further includes at least the steps of strewing the thermoplastic material and consolidating the strewn thermoplastic material; where the thermoplastic material is strewn as a dry-blend.
