The method includes: determining, by a base station, to send downlink information to P user equipments of at least one user equipment within a first time period; generating, by the base station, an indication field according to the determined P user equipments, where the indication field includes M bits, each of the at least one user equipment is corresponding to K bits of the M bits, the K bits are used to indicate whether the corresponding user equipment needs to receive and read the downlink information sent by the base station within the first time period, K is a positive integer greater than 1 and less than M, and P is an integer greater than or equal to 0; and sending, by the base station, the indication field to the at least one user equipment.

In the method, a terminal device transmits attach request information to a core network device, receives attach accept information of the core network device, where the attach accept information includes a first integrity check code; the terminal device obtains a second integrity check code based on the attach accept information; and the terminal device obtains, if the first integrity check code is the same as the second integrity check code, a third integrity check code based on encrypted attach complete information, and transmits encrypted attach complete information to which the third integrity check code is added to the core network device.
