Techniques are discussed herein for efficiently providing wireless emergency alerts (WEA) to a mobile device. The techniques include broadcasting a warning message from a base station in a wireless network within a cell for the base station and including an interior cell or exterior cell indication and a geographic area description for an external cell. A receiving mobile device may then display the warning message to a user either unconditionally when an interior cell is indicated or after verifying the mobile device is located within the geographic area for an exterior cell. The wireless network may determine interior versus exterior cell status by determining interior cells to be wholly within the geographic area and exterior cells to be partly within the geographic area.

Methods and systems for efficient location support for wireless emergency alerts

Methods and apparatuses for supporting location and emergency calls for an over-the-top (OTT) service provider are disclosed. A UE may send a request for an emergency call to an OTT service provider and may include in the request mobile network operator (MNO) data for a serving MNO for the UE. The OTT service provider may forward the emergency call request to an Internet Protocol (IP) Multimedia Subsystem (IMS). The IMS may determine routing information for the emergency call and either return the routing information to the OTT service provider to enable the OTT service provider to route the emergency call to a public safety answering point (PSAP) or may route the emergency call itself to the PSAP. The call request routed by the IMS or by the OTT service provider may include a reference identifier that may enable the PSAP to obtain a location for the UE from the IMS.

Methods of supporting location and emergency calls for an over-the-top service provider

A method, an apparatus, and a computer program product for group communications are provided. Subscriber information is obtained for each of a device in a group identified in a group message request. An appropriate mechanism for delivering a group message to each device or subset of devices within the group is determined based on device capability information.

Methods and apparatuses for providing support for location and emergency calls for an over-the-top (OTT) service provider (SP) are disclosed. An access network node receives a first message from a UE, determines a location reference for the UE, and sends a second message including the location reference to the UE. The access network node may determine the location reference itself on behalf of a location server or may request the location server to assign and return the location reference. The access network node may serve as a proxy and avoid interaction between the UE and the location server. The location server may later receive a location request for the UE from a network entity wherein the location request includes the location reference. The location server may locate the UE using the location reference and return the UE location to the network entity.

Location by reference for an over-the-top emergency call

A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus may be a UE. The UE receives system information including a trigger message and additional information. In addition, the UE enables an application and provides the additional information to the application based on the trigger message. The additional information may include location information. The UE may display map-related information associated with the location information. The UE may receive previous system information prior to receiving the system information. The previous system information may include an alert message, and the location information may be associated with the alert message. The previous system information may include an MID within a predetermined set of MIDs. The system information may include an MID different from the predetermined set of MIDs. The map-related information may indicate a geographic area associated with the location information in the system information.

Network indication to trigger an application

A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus initiates a call attempt in an internet protocol multimedia subsystem (IMS) based on a dialed number, the dialed number including an emergency number. The apparatus receives a session initiation protocol (SIP) message in response to the call attempt. The apparatus determines in response to the SIP message whether to retry the call attempt as a normal call in a circuit-switched (CS) domain for an operator or as an emergency call in the CS domain for the operator. In an aspect, the determining is based at least in part on either an indication in the SIP message or on a characteristic of the operator.

Method and apparatus for processing emergency calls

An apparatus and method for providing mobility to IMS sessions comprising connecting to an APN through a 3GPP access; determining if a non-3GPP access is available; determining if the APN is specific to an IMS application being used or desired to be used, or if an IP header of an IMS application flow matches a configured pattern; and performing one of: a) triggering an IMS Session Continuity flow through the non-3GPP access for the IMS application based on one of the following: if the APN is specific to the IMS application or if the IP header of the IMS application flow matches the configured pattern; or b) triggering an IP mobility flow through the non-3GPP access for the IMS application or a non-IMS application if the APN is not specific to the IMS application and if the IP header of the IMS application flow does not match the configured pattern.

Apparatus and method for providing mobility to IMS sessions in mobile IP networks

This disclosure enables a radio access network to control media data rates and codec parameters selected during multimedia session establishment. As the load on a radio network changes, operators desire to have the ability to control what data rate new multimedia sessions (e.g., VoIP) are to utilize, thereby allowing the operator to conduct a trade-off between voice/video quality and capacity during heavy loading periods. The multimedia communication session may be initiated with a determined guaranteed bit rate, where the guaranteed bit rate is requested, negotiated as one of several acceptable guaranteed bit rates, or based upon maximum system capacity, to take advantage of maximum data rate for the equipment in use. The session may also be initiated with a determined Quality of Service based upon either a network or user equipment installed policy.

Radio access network control of multimedia application data rates

Position of a WLAN access point (AP) is determined by reference to user equipment devices (UEs) in communication with the AP and with a radio network interworked with the WLAN. The AP position may be assumed to be the same as position of any UE in communication with the AP. UE positions may be averaged for a plurality of UEs, a plurality of positions of the same UE, or a combination of such UE positions. Round-trip time (RTT) may be measured between a plurality of UEs and the AP, and the AP position may be trilaterated from the RTT measurements and the UE positions. AP position may also be trilaterated from positions of the same UE in combination with RTTs between the AP and the UE, measured at different times. The computations of the AP position may be hosted at the WLAN or the radio network.

Apparatus and method for determining WLAN access point position

A packet switching architecture provides for a switch system comprised of a cellular base station in communication with the PSTN through a switch. Data packets are routed through the switch system as necessary to effect communication between the public switched telephone network (PSTN) and mobile radiotelephones disposed within the cellular coverage area surrounding the base station. A packet interconnection subsystem operates to transfer data packets between a plurality of interface ports, to which are coupled a corresponding plurality of signal lines. Within the interconnection subsystem, one or more distribution/consolidation (DISCO) interface units are mutually coupled together through a central router unit. Each DISCO interface unit is configured to consolidate the data packets received through at least two signal ports onto a consolidation bus, as well as to distribute the addressed data packets from a distribution bus to two or more of ports. In a preferred implementation, the interconnection subsystem is realized so as to efficiently provide redundancy among the interface units within the interconnection network.
