Technology for a network element configured to apply Application Specific Congestion Control for Data Communication (ACDC) in a wireless network is disclosed. The network element can determine to apply ACDC in the wireless network to mitigate overload of the wireless network. The network element can process barring information for one or more ACDC categories for transmission to a user equipment (UE) when ACDC is applied in the wireless network. The barring information can indicate that the UE is prevented from accessing the network for applications associated with the one or more ACDC categories when ACDC is applied in the wireless network.

Provisioning of application categories at a user equipment during network congestion

Technology for a user equipment (UE) is disclosed. The UE can receive a group filter element that includes group information for one or more files or sessions corresponding to targeted media content, which can be associated with a group identification (groupID) element. The UE can receive MPD information for streaming media content. The UE can identify a user profile associated with a user of the UE. The user profile can include groupID elements associated with the user. The UE can map targeted media content in a file or session having a groupID element that is a groupID element included in the user profile. The UE can insert media presentation description (MPD) information for the mapped targeted media content having the groupID element that is included in the user profile into the MPD information for the streaming media content to generate a unified MPD.

Delivery of targeted media content

Technology for provisioning categories of applications on a user equipment (UE) is disclosed. A registration update message may be received at a wireless network element from the UE over non-access stratum (NAS) signaling. Application Specific Congestion Control for Data Communications (ACDC)/Application and Service Access Control (ASAC) information may be communicated from the wireless network element to the UE in response to receiving the registration update message. The ACDC/ASAC may be activated at a selected prioritization level, at the wireless network element, while a wireless network channel condition of a wireless network exceeds a capacity threshold, the ACDC/ASAC enabling only application categories to operate at the UE that are contained in the ACDC/ASAC information.

Technology for provisioning categories of applications on a mobile device is disclosed. A wireless network element can communicate Application Specific Congestion Control for Data Communications (ACDC)/Application and Service Access Control (ASAC) information to the mobile device. The ACDC/ASAC information can include a preconfigured list of application categories. Each application category can include a set of applications that are allowed to access a wireless network from the mobile device during at least one defined condition level. The wireless network element can activate ACDC/ASAC for one or more condition levels while a capacity threshold of the wireless network is exceeded. The wireless network element can allow a set of applications for a selected application category to communicate with the wireless network when the ACDC/ASAC is activated based on the one or more condition levels for the selected application category.

Embodiments of the present disclosure describe devices, methods, computer-readable media and systems configurations for handling user plane congestion in a wireless communications network. A packet data network gateway (PGW) and/or a serving gateway (SGW) may proactively transmit a congestion notification to a mobility management entity (MME) including a level of congestion of the PGW and/or SGW. The MME may receive congestion notifications from a plurality of PGWs and/or SGWs. The MME may receive a request for a packet data network (PDN) connection from a user equipment (UE), and may take an action in response to the request based on the reported levels of congestion. The action may include selecting a PGW and/or SGW for the PDN connection, notifying the UE that the PDN connection cannot be established, and/or negotiating with the UE to terminate or modify one or more existing PDN connections in exchange for establishing the new PDN connection.

Handling user plane congestion in a wireless communication network

Technology for receiving targeted media content is disclosed. A user equipment (UE) can receive a first metadata including group information for files corresponding to targeted media content and media presentation description (MPD) information associated with the files, wherein each file the group information is associated with a group identification (ID) element. A second metadata can be received in a user service description (USD) that includes MPD information for streaming media content. A user profile can be identified that includes group ID elements associated with a user. Targeted MPD information for selected targeted media content having the group ID element that is included in the user profile can be inserted into the MPD information for the streaming media content to generate a merged MPD. The selected targeted media content and the streaming media content can be received according to the merged MPD for playback at the UE.

Various embodiments are generally directed to improved techniques for UPCON mitigation. In one embodiment, for example, an evolved node B (eNB) may comprise a processor circuit, a detection component for execution by the processor circuit to detect user plane congestion between an evolved universal mobile telecommunications system (UMTS) terrestrial radio access network (E-UTRAN) and a serving gateway (S-GW) of an evolved packet core (EPC), and a configuration component for execution by the processor circuit to select a set of user equipment (UEs) served by the E-UTRAN and the S-GW and send a request to utilize an alternate S-GW of the EPC to serve the set of UEs while maintaining a current packet data network (PDN) gateway (P-GW) for the set of UEs. Other embodiments are described and claimed.

Techniques for user plane congestion mitigation

Technology for reporting radio access network (RAN) user plane congestion (UPCON) is disclosed. In an example, a core network (CN) device can include computer circuitry configured to: receive an UPCON event report using an UPCON container that includes a congestion situation indicator to indicate a UPCON situation; and change an UPCON process based on the congestion situation indicator. The core network device can include a mobility management entity (MME), a serving gateway (S-GW), a packet data network (PDN) gateway (P-GW), a policy and charging enforcement function (PCEF), a policy and charging rules function (PCEF), a serving general packet radio service (GPRS) support node (SGSN), a gateway GPRS support node (GGSN), an access network discovery and selection function (ANDSF), an operation and maintenance (O&M) subsystem, an UPCON server, a proxy, or a standalone function entity.

Reporting of user plane congestion (UPCON) using a UPCON container

Examples are disclosed for delivering, at user equipment (UE) such as a wireless device, emergency payloads for non-voice emergency services (NOVES). The examples include receiving, at a UE, an emergency payload associated with a NOVES that may include an emergency indicator, a voice message, a video or a text message. An attempt may be made to deliver the emergency payload to a public service answering point (PSAP) and if the attempt is not successful, the emergency payload may be stored at the UE. A number of reattempts may be made to deliver the emergency payload to the PSAP if the attempt is not successful. Based on an acknowledgement of delivery of the emergency payload to the PSAP or aborting reattempts to deliver the emergency payload, the stored emergency payload may be removed from the UE. Other examples are described and claimed.

Techniques for delivering emergency payloads for non-voice emergency services

A user equipment (UE) may send a non-voice emergency services (NOVES) message to a public safety access point (PSAP). If the UE does not receive an acknowledgement that the PSAP received the NOVES message, the UE may buffer the NOVES message and periodically re-transmit the NOVES message. The NOVES message may include a counter value that is incremented with each successive transmission. The PSAP may recognize if the counter value is greater than an initial value, and determine if the PSAP or another PSAP has received the NOVES message previously. In some embodiments, the UE may change an interval between re-transmissions if the UE receives a partial acknowledgement from an operator network indicating that the operator network has received the NOVES message but that the PSAP is unavailable. Embodiments also provide an emergency module hosted at the operator network to store and forward the NOVES message to the PSAP.
