A device for applying a cosmetic composition to the lips and a method thereof, the device includes an applicator member with a partially flocked applicator head, a container containing the composition which is in the form of an emulsion of water; a film-forming agent chosen from vinyl polymers comprising at least one carbosiloxane dendrimer-based unit; a non-volatile hydrocarbon-based oil; and a non-volatile phenyl silicone oil.

The present invention is relating to a cosmetic composition comprising: &#x2014;at least 2% by weight, with respect to the weight of the composition, of alkylcellulose, the alkyl residue of which comprises between 2 and 6 carbon atoms, preferably between 2 and 3, &#x2014;at least one non-volatile polar hydrocarbon first oil, &#x2014;at least 20% by weight, with respect to the weight of the composition, of at least one second oil, incompatible with the first oil or oils, chosen from non-volatile silicone oils, from non-volatile fluorinated oils, or their combinations, &#x2014;optionally at least one non-volatile third oil, different from the first oil or oils, chosen from polar or non-polar hydrocarbon oils, silicone oils different from the second oil or oils, phenylated oils not comprising a dimethicone fragment, or their mixtures, &#x2014;less than 5% by weight of water, with respect to the weight of the composition. The composition can comprise at least one wax. The invention also relates to a method for making up and/or caring, in particular for the lips, in which the abovementioned composition is applied.

An application device, including a container; a composition for making up and/or caring for the lips (P), stored in the container, which is in the form of a liquid emulsion that includes: a) at least 8% by weight, relative to the total weight of the composition, of one or more non-volatile oils; b) at least one film-forming agent selected from the group consisting of alkylcellulose, silicone resin, and a vinyl polymer comprising a carbosiloxane dendrimer-based unit; c) at least 10% by weight of water relative to the total weight of the composition; and an application member that is suitable for applying the composition which has a porous application surface with one or more open-cell or semi-open cell foams, wherein the composition has a viscosity at 25&#xb0; C. of between 0.005 and 15 Pa.s.
