A film-forming composition containing a polymer obtained by polymerizing (A) 5 to 80 mass % of a silicone resin having an RSiOunit, an RR'SiOunit, and an SiOunit, where R may be the same or different and represents a monovalent hydrocarbon group having 1 to 6 carbon atoms, and R&#x2032; represents a &#x2014;CHSH group, wherein a total amount of the RSiOunit, RR&#x2032;SiOunit, and SiOunit is 80 mol % or more with respect to all structural units, and a mole ratio expressed by (sum of RSiOunit and RR&#x2032;SiOunit)/(SiOunit) ranges from 0.5 to 1.5 and (B) 20 to 95 mass % of one or more radically polymerizable compounds, wherein component (B) includes (B-1) one or more radically polymerizable monomers having no SiO unit in a structure thereof. The present invention provides a silicone compound shown by the formula (1) and having a weight-average molecular weight in the range of 500 to 200,000, RRRRSiO(1), wherein Rrepresents the same or different organic group, Rrepresents a polyoxyalkylene group shown by &#x2014;CH&#x2014;O&#x2014;(CHO)(CHO)R, Rrepresents a branched type monovalent organosiloxane group shown by the following general formula (4), MMDDTTQ(4), and Rrepresents a monovalent organosiloxane group shown by the following general formula (5) or the general formula (6), MMD(5), MDDT(6). This provides a silicone compound which has excellent emulsification ability and emulsion stability to silicone oil, and can secure high temporal stability.

A cosmetic has a polymer (A) having a content of an oxyalkylene unit and/or a glycerin unit of 0.5% by mass or more and under 5.0% by mass; and a polymer (B) having a content of an oxyethylene unit and/or a glycerin unit of 5.0% by mass or more and 20.0% by mass or less, the polymer (A) and the polymer (B) being a crosslinking organopolysiloxane polymer obtained by reacting organohydrogen polysiloxane having two or more hydrogen atoms bonded to a silicon atom in one molecule and polyoxyalkylene and/or polyglycerin having two or more aliphatic unsaturated bonds in one molecule, wherein the mass ratio of the polymer (A) to the polymer (B) is 5:95 to 60:40.
