The invention addressed in this application is non-injurious restraint type form of fencing designed to be used a perimeter or security fence. The fence is constructed of hollow polymer tubes arranged in horizontal rows affixed to a vertical post. The hollow tubular horizontal fence rails contain fibers that are coated with a moisture cured adhesives and the fibers are secured at one end to the end cap of the tubes. The tubes are sealed and slightly pressurized with a dry inert gas, so that upon breakage of the tubes by a person attempting to scale the fence, the fibers are expelled out of the tubes and entangle the would be climber. The tubes are constructed of a brittle material, like polystyrene, or material which will become brittle upon treatment with ultra violet (UV) radiation or heat.

A refrigerator is adapted to include a plurality of ultraviolet light bars, which may be adjustably connected to sufficiently radiate UV light throughout the refrigerator compartment in connection with a control box and power cord which operate to control the bacterial level present on and around foodstuffs being stored therein. A series of UV light bars are capable of being arranged and plugged into one another by daisy chain to allow for a timer-controlled illumination of UV light to radiate throughout the compartment. Sensors in the control box signal the timer, and a wire ribbon extending from the control box provides a connection to the external power source without significantly affecting the seal of the refrigerator door. The present invention is an apparatus for monitoring the running time and cycle time of electric motors. The apparatus diagnoses fuel consumption and burner functionality in heating plants by measuring elapsed motor running time. Alternatively, the apparatus diagnoses the running and cycle time of refrigeration and air conditioning motors for the purpose of measuring efficiency and predicting failures. The Apparatus has three major components: an inductive sensor device mechanically attached to the motor; a microprocessor device connected by cable to the inductive sensor device that records time and sensor device data and retransmits it; and the central monitoring device. The microprocessor device is connected by telephone to the central monitoring device. Using historical data of fuel deliveries and consumption and the sensor-supplied running time information, the central monitoring device will predict when the fuel tank needs refilling. The data can be used to indicate a failure has occurred. In addition, the central monitoring device is able to monitor a plurality of sensor devices. This data can be used by a fuel company to schedule and optimize fuel deliveries. When used in refrigeration and air conditioning applications, the apparatus monitors the time the compressor motor is running and the time it is idle. This ratio provides the efficiency of the system and advance notice of potential failures and possible refrigerant loss.

The mounting pins are also pivoted so as to be swung out of the way along the rails of the ladder, when not in use.
