The primary base station can include a primary antenna system having a first communication range, while each of the plurality of secondary base stations can include a secondary antenna system having a second communication range that is a subset of the first communication range of the primary antenna system. The plurality of secondary base stations can correspond to a plurality of small cell sites distributed within the first communication range of the primary base station. The detector can be connectable along a second path between the second antenna and the front end module of the communication device, where the detector obtains an RF voltage associated with the second path, where the second antenna is configured for a diversity receive operation, and where the first variable component is adjusted based on the detected RF voltage to tune the matching network. Thus, the energy present in the time-dispersed echoes is related to the received signal strength, the RSSI comprises a scalar of the energy present and the scalar comprises a function of the receiver's gain, RSSI determinations during any given interval are less dependent upon the ambulatory velocity of the receiver, and RSSI determinations of equivalent accuracy are obtained more rapidly or more accurate RSSI determinations are obtained per unit time.
