Some embodiments include systems and methods for establishing incident communications networks. The system can include an incident controller, a communications resource database that stores communications resources information, and a marshalling rules module that stores a set of marshalling rules. The incident controller can use a marshalling rule to identify and select the communications resources to be marshaled into the incident communications network based on an incident trigger. Upon receipt of an incident trigger, the incident controller is configured to establish the incident communications network by obtaining a marshalling rule based on the incident trigger. The incident controller marshals communications resources based on the marshalling rule and the communications resources determined to be available. Information sources can either provide an incident trigger (e.g., a hurricane warning) or provide data to be analyzed to determine an incident trigger. In some embodiments, an incident communications network includes one or more mobile interoperability workstation.

The present invention is directed to systems and methods for establishing incident communications networks. In an embodiment, the system includes an incident controller, a communications resource database that stores communications resources information and a marshalling rules module that stores a set of marshalling rules. A marshalling rule identifies how to select the communications resources to be marshaled into the incident communications network based on an incident trigger. Upon receipt of an incident trigger, the incident controller is configured to establish the incident communications network by obtaining a marshalling rule based on the incident trigger. The incident controller marshals communications resources based on the marshalling rule and the communications resources determined to be available. Information sources can either provide an incident trigger (e.g., a hurricane warning) or provide data to be analyzed to determine an incident trigger. In an embodiment, an incident communications network includes one or more mobile interoperability workstation.

System and method for establishing an incident communications network

The present invention is directed to a system and method for providing an interoperable communications system including a plurality of otherwise disjunct communication systems each including at least one communications device. The system includes a plurality of system interface controllers each coupled to one of the communication systems and a common network for connecting the communication system and associated communications devices to the common network. A controller is coupled to each of the system interface controllers. The system interface controller being operable in response to commands from an authorized controller wherein the connection between each of the communication systems and the common network is controlled by a controller associated with, and authorized to control each communication system. The system provides an interoperable communications system between the otherwise disjunct systems wherein the communications devices for each system coupled to the common network are in communication therebetween.

Interoperable communications system and method of use

A method for controlling an adjustable gain in an amplifier having an output power level and an adjustable gain is disclosed. The method includes an enhancement to a conventional Automatic Gain Control (AGC) function that distinguishes between a signal caused by oscillation and a signal that actually appears in the amplifier's passband. The method also controls unwanted and out of control amplifier oscillation using an iterative correlation process. The method prevents gain 'hunting' if the output signal level is near the 'set point' of the maximum permitted output level by implementing some degree of Hysteresis. The correlation process is performed by tracking a specified number of alternating gain increase/decrease cycles. If in any cycle the gain is not changed, or is changed in the same direction as in the previous cycle, the correlator is reset and the process begins again. The value and/or length of the correlator is set to minimize false detection due to random signal inputs, while maintaining acceptable sensitivity to oscillation.
