A system and method for providing land mobile radio (LMR) content using a cellular data network is provided. The method includes communicating the LMR content via at least one of an LMR network and a cellular data network. The method further includes encapsulating the LMR content using a packet switching protocol when communicating the LMR content via the cellular data network.

A communication network may be uncooperative with an uncooperative communications device. The communication network includes mobile wireless communications devices including a collection device and forward devices. Each forward device is configured to detect a received signal characteristic associated with the uncooperative communications device, and transmit the received signal characteristic to the collection device. The collection device is configured to selectively schedule reception of the received signal characteristic based upon a timing of communications among the forward devices, and determine a parameter associated with the uncooperative communications device based upon the received signal characteristic.

A transcoder architecture and method for transcoding in land mobile radio (LMR) systems are provided. The LMR system includes a first communication site configured to communicate using a first LMR communication protocol and a second communication site configured to communicate using a second LMR communication protocol. Group traffic keys are encrypted at a key administrator and passed to a distribution facility for storage and distribution. A microphone unit comprising a voice input for receiving a voice input signal, an analog to digital converter for creating a digital signal from voice signal, a voice coding device for creating a voice coded signal output from the digital signal, encryption means for encrypting the voice coded signal, and a modulator for generating a transmittable signal that can be supplied to a radio via the microphone input. Additionally, the microphone unit is capable of performing the steps in reverse upon receiving an encrypted signal. The received signal output from the radio is demodulated, un-encrypted, voice decoded, converted from a digital voice signal to an analog voice signal, and output via a speaker which is preferably built into the microphone unit.
