A device, system and method to control operation of a base station is provided. A computing devices communicates, to two or more spectrum controllers, respective authorization requests associated with a physical base station at a given location, the two or more spectrum controllers managed by different respective entities. The computing device receives, from the two or more spectrum controllers, one or more respective spectrum controller responses to the respective authorization requests. When the one or more respective spectrum controller responses include at least one authorization associated with the physical base station, the computing device provides, to the physical base station, permission to operate via respective RF transmissions.

In one example, the relay is a non-collocated relay that includes a plurality of antennas including a first antenna and a second antenna and an antenna scanner connected to the plurality of antennas. The first radio device receives a first channel signal having a first frequency offset with respect to a reference frequency. The first channel signal is associated with the second radio device. The first radio device measures the first frequency offset, determines a second frequency offset for a second channel signal, and transmits the second channel signal with the second frequency offset.

Disclosed herein are methods and systems for dynamically adjusting frequency offsets for mitigating interference. One embodiment takes the form of a process carried out by a mobile radio configured to use an adjustable transmit frequency. The mobile radio estimates an expected base-station-receive power level with respect to transmissions from to a base station. The mobile radio adjusts the transmit frequency to be a center frequency of a radio channel plus a default frequency offset responsive to the estimated expected base-station-receive power level being less than a first threshold. The mobile radio adjusts the transmit frequency to be the center frequency plus a modified frequency offset responsive to the estimated expected base-station-receive power level being greater than a second threshold. The modified frequency offset is greater in magnitude than the default frequency offset. The mobile radio transmits an uplink signal to the base station over the adjusted transmit frequency.

Disclosed herein are methods and systems for automated activation and configuration of broadband LTE IANs. A mobile IAN base station, an activated mode and a dormant mode, determines at least one location in a local region of the mobile IAN base station while in the dormant mode. An activation-permission request is submitted to a geo-location-database (GDB) function, and the mobile IAN base station receives an activation-permission response. The response is based on an expected level of wide-area-network (WAN) coverage associated with the determined location. Responsive to receiving an activation-permission grant, the mobile IAN base station transitions to the activated mode. Responsive to not receiving an activation-permission grant, the mobile IAN base station remains in the dormant mode.

Spectral efficiency is improved by assigning uplink channels according to expected receive signal levels at a serving base station. A first subscriber device detects a new call request indication, and then determines, as a function of its transmit power level and current location relative to the serving base station, an expected receive signal strength indication (RSSI) at its serving base station. Depending on whether it is determined that the expected RSSI is greater than or less than a RSSI threshold: one of (i) transmitting a call request to the serving base station requesting an assignment to a respective designated high-power or low-power channel for the new call and (ii) transmitting the new call on a respective pre-allocated high-power or low-power channel.

A technique for a secondary communication system to utilize spectrum designated to another (or primary) communication system is provided. By ranking a plurality of secondary base stations based on base station transmit power, calculated required transmit power and path loss, a set of criteria is developed for selecting a highest ranked secondary base station for operation within a primary's spectrum. The ranking may be adapted based on mobility of the secondary's subscriber; and as such the secondary system communicates within the primary's spectrum using the adaptively ranked base stations. Channel selection may also be ranked. The technique and apparatus allows a cognitive radio (CR) network to operate within an incumbent network's spectrum.

Improving signal quality by sampling an intermediate frequency signal by an analog-to-digital converter (ADC) and determining spectral characteristic data of the output signal of the ADC, and processing the spectral characteristic data to identify blocking signals and blocking spur signals that interfere with any desired signals. An adjustment is made to the frequency of one or more oscillators to reduce the interference resulting from the blocking signals if a ratio of the desired signal level to the total interfering blocker spur level is below a threshold.
