A system and process for dynamically controlling the allocation of resources in a &ldquo;UNIX&rdquo; open data processing system that includes a local resource manager, wherein the system is configured to sort jobs by dimension, which is defined as a set of currently executed processes which have the same importance from the point of view of the local resource manager. The system is configured to assign a relative weight to each of the dimensions by the user, and to adjust execution priorities of the jobs of each dimension as a function of the relative weights of the dimensions when the system is heavily loaded.
