Described herein are aspects related to assigning primary channels in wireless communications. An amount of available bandwidth within a radio frequency band can be determined for shared access by a plurality of operators, where each operator operates a radio access network having one of a plurality of radio communication compatibility types, and where each radio communication compatibility type defines a set of one or more compatible radio access technologies. The amount of available bandwidth can be allocated into radio compatibility type-specific bandwidth partitions for each radio communication compatibility type based on a number of the plurality of radio communication compatibility types and a number of the plurality of operators corresponding to each radio communication compatibility type. A primary channel can be assigned within at least one of the radio compatibility type-specific bandwidth partitions to at least one operator of the number of the plurality of operators.

General authorized access (GAA) primary channel assignment for multiple operators

Methods and apparatuses are provided for causing active hand-in of a device from a macrocell base station to a femto node, which can be an inter-frequency hand-in. The femto node can broadcast a beacon, which can be received and reported by a device to a source base station along with one or more parameters. The source base station can communicate a handover message to the femto node or a related femto gateway along with the one or more parameters. The femto node or femto gateway can disambiguate the intended target femto node based in part on the one or more parameters, which can include applying one or more filters. Applying the one or more filters may include applying an UL RSSI filter to the one or more femto nodes to determine whether presence of the device causes a rise in UL RSSI measured at the one or more femto nodes.

Apparatus and methods for hand-in to a femto node

Techniques for mobility-aware contention procedures on a shared communication medium are disclosed. A connection failure associated with mobility between a source access point and a target access point sharing a communication medium may be detected. Based on the detected connection failure, a backoff threshold associated with contention-based access to the communication medium may be adapted. Contention for access to the communication medium may then proceed in accordance with the adapted backoff threshold.

A small cell base station receives a request to perform a cell change of a user equipment (UE) from a base station serving the UE to the small cell base station, wherein the base station serving the UE is operating on a different frequency than the small cell base station, receives, from the base station, parameters related to one or more previous cell changes performed by the UE, and determines whether or not the cell change is desirable based on the parameters related to the one or more previous cell changes.

Methods, systems, and devices for enhanced neighbor discovery through enhanced automatic neighbor relations (ANR) and for detecting cell identifier confusion and are described. Neighboring base stations may provide information to one another, including using ANR, that may avoid or help to resolve cell identity confusion. For example, a NHN-ID may be defined to avoid or resolve cell identify confusion. A wireless device, such as a base station or a user equipment (UE), may determine whether neighboring cells are using a common cell identifier and may adjust operations accordingly. For example, a device may detect physical cell identity (PCI) confusion by determining whether two neighboring cells have the same PCI and different Evolved Universal Terrestrial Access Network (E-UTRAN) Cell Global Identifiers (ECGIs) or different Neutral Host Network Identifier (NHN-IDs). A network entity may then inform the neighboring cells having the same PCI of the confusion.

Enhanced neighbor relations and physical cell identifier confusion detection

Techniques are described for handover decisions based on an absolute channel quality of a serving cell. For example, there is provided a method that involves generating a set of handover parameters based on a report of serving cell signal quality to avoid ping-ponging effects of an access terminal between a serving cell and another cell. A network entity receives a report regarding a serving cell signal quality from a reporting entity. A set of parameters is defined for a network event and sent to an access terminal, where the set of parameters is based at least in part on the received report. The set of parameters for the network event is sent to the access terminal.

Handover decisions based on absolute channel quality of serving cell

Methods and apparatuses are provided for causing active hand-in of a device from a macrocell base station to a femto node, which can be an inter-frequency hand-in. The femto node can broadcast a beacon over an operating frequency of the macrocell base station, and the macrocell base station, and/or one or more network components, can identify the femto node based on one or more parameters reported by the device from receiving the beacon. The beacon can be transmitted at varying powers to ensure active hand-in triggering, mitigate interference and/or can be powered on and off for such purposes. For example, the disclosure presents a method for transmitting, via a transmitting component at the base station, handover signaling data from the base station to a network entity, wherein the base station is one of a plurality of base stations transmitting handover signaling data to the network entity, receiving, at the base station, feedback associated with one or more handover parameters of the base station, wherein the feedback is received from the network entity and includes an indication of an amount of handover signaling data generated by the base station or the plurality of base stations, and updating the one or more handover parameters based on the feedback received and local information available at the base station. As such, hybrid management of handover in a self organizing network may be achieved.

In an aspect, the system and method are configured to receive, by a femtocell, location measurement information and performance measurement reports from a mobile device; classify location of the mobile device as indoors or outdoors based on the received location measurement information; and adjust a coverage area, transmit power, and/or radio frequency (RF) channel/band of the femtocell based on the location classification of the mobile device and performance measurements reports.

The disclosure describes methods and apparatuses for handover-related measurements and events for power adaptation. The disclosure provides for management of an eNodeB for improving reliability of incoming handovers to a cell provided by the eNodeB. At least one handover failure event for an incoming handover to a cell provided by the target eNodeB is detected. The eNodeB or central entity determines that the cell is providing an undesired coverage area based on the at least one handover failure event. In response to determining that the cell is providing an undesired coverage area, the transmit power for the cell may be adjusted to alter the undesired coverage area. A performance measurement based on the at least one handover failure event may be used to evaluate the undesired coverage area. The incoming handover failure events may include incoming too-early handovers, incoming too-late handovers, incoming wrong cell handovers, and incomplete incoming handovers.
