Provided are an apparatus and method for monitoring a moving target based on complementary gimbal control through displacement partitioning, wherein the apparatus includes a processor configured to detect the moving target on the basis of information regarding an image acquired from a camera mounted on a gimbal, acquire first control information of an operator regarding the gimbal, which is input in response to the moving target, acquire second control information regarding the gimbal, which is calculated in response to the operation of detecting the moving target, and control the gimbal on the basis of the first control information and second control information.

Provided are a method and apparatus for creating a composite image, by which the state of a target may be effectively expressed, and a computer program stored in a recording medium to execute the method. The composite image creating method, performed by a computing apparatus, of synthesizing an input image to a target image, includes identifying information of the input image by obtaining the input image, generating a projected image based on information about a position in units of sub-pixels for the target image of the input image, by using information of the input image, generating a reduced image by reducing the projected image at a ratio corresponding to the target image, and synthesizing the reduced image to the target image.

Provided is a remote active camera including an image capture unit; a gimbal unit that changes a direction in which the image capture unit is directed; a memory in which images having an identification number are stored; a communication unit that transmits acquired images to a remote control apparatus and receives target designation information from the remote control apparatus; a tracking unit that includes a first tracking unit which tracks a position of a preset reference target from a first image, and a second tracking unit which tracks positions of the designation target and the reference target from a second image; and a controller that compares identification numbers of the first and second images, estimates or detects a position value of the designation target on the basis of positions of the designation target and the reference target, and a position of the reference target, and controls the gimbal unit.
