An operating cell is included in at least one of a plurality of groups with one or more other cells. In operation, a time is identified for restricting a direction of data signaling from the cell to a region, based on such time, while at least one of the one or more other cells of the at least one group is permitted to direct a data signaling thereof outside the region.

An apparatus, computer program, and method are provided for setting a power of a cell node based on cell node gradient information. Cell node gradient information is generated based on a multiple-codeword channel quality indicator (CQI), utilizing a multiple-input-multiple-output (MIMO)-capable cell node in a network configured for communicating with a plurality of MIMO-capable user equipment. Additionally, other cell node gradient information is received that is generated for a plurality of other MIMO-capable cell nodes. It is possible to improve the spectral efficiency of multi-layer multiple input multiple output (MIMO) transmissions by estimating the magnitude parameter at the receiver side, rather signaling the magnitude parameter from the transmitter to the receiver. In long term evolution (LTE) networks, the user equipment (UE) may estimate the power allocation (Pa) parameter by executing a series of steps. For example, the UE may define a single unknown variable from a received downlink MIMO signal, extend the single unknown scalar variable to a multivariate signal model for multiple channels (N), convert the multivariate signal model to a MIMO configured signal model, and then obtain the Pa parameter from the MIMO configured multivariate signal model.

A system and method for inter-cell interference coordination is provided. A method for controller operation includes receiving interferer information from a device served by the controller, scheduling a cell edge device based on the received interferer information, and reporting usage information of the subset of resources to neighboring controllers. The cell edge device operates in a periphery of a coverage area of the controller, and the cell edge device is scheduled to a subset of resources. The method also includes from each neighboring controller, receiving neighboring usage information of a neighboring subset of resources reserved for cell edge devices served by the neighboring controller. The method further includes scheduling a cell center device based on the received usage information from the neighboring controllers, and transmitting to scheduled devices over their respective scheduled resources. Cell center device is scheduled to resources not in the subset of resources.

An eNB is configured to perform a method for coordinating downlink power per layer at an eNB in a multiple-input, multiple-output (MIMO) network. The method includes receiving feedback from at least one UE; calculating a plurality of MIMO gradients based on the received feedback; changing a power per layer according to the calculated MIMO gradients; and exchanging gradient power information between the eNB and at least one neighboring eNB.
