The invention relates to a method in a reporting communications node () for detecting usage of a resource within a radio access network. The reporting communication node () is comprised within a radio communications network (), in which radio communications network () a user equipment () is served. The present invention relates to systems and methods for allocating channels in a radiotelephone system wherein local estimation of interference for a potential new connection is achieved by measuring interference on the available downlink channels at a plurality of locations within a cell. The measurements can be made, for example, by already connected mobile stations, mobile stations which are not connected, fixed measurement stations or any combination thereof.

In a cellular communication system, a method and apparatus are provided for allocating a channel for use on a connection between a base station and a mobile station in a cell, without making measurements of downlink interference. Throughout the system, uplink and downlink power levels are regulated so that, within each cell, their sum changes by an amount whose magnitude is substantially equal to the magnitude of change in path gain between the mobile station and the base station in that cell, and which sum is opposite in sign to the amount of change in path gain. This power regulation scheme assures that there will be a strong correlation between system-wide measurements of uplink and downlink interference. Therefore, with the power regulation scheme in place, each cell determines uplink carrier to interference (C/I) ratios for the free channels available for use in the cell and selects an acceptable free channel having a C/I value that is within a predetermined acceptable range. If uplink C/I on the acceptable free channel is greater than the uplink C/I value of a channel currently assigned to a connection, then an intra-cell handover is performed so that the connection will be reassigned to the acceptable free channel. This technique is useful for providing an adaptive channel allocation scheme to systems, such as analog cellular communications systems, in which downlink interference measurements cannot be made.

A method of and apparatus for stable regulation of transmission power level in a radio system use the carrier-to-interference (C/I) ratio of the communication channel. A C/I target that is a monotonically decreasing function of the interference on the channel is used for regulating the transmission power level. Thus, as the interference increases the transmission power increases to compensate, but to a level yielding a lower C/I level. The path loss or gain of the channel may also be determined and used in the regulation.

Different kinds of parameters can be compared directly by means of the load values which are combined to provide a total load value for each connection. A first total load value is generated for a connection set-up between one of the subscribers and one of the mobile stations. The total load values for the connection are estimated for alternative channels/base stations and these total load values are compared with the first total load value. The system changes to the channel/base station that has the most favorable load value, on the basis of the comparison. The load values can also be used to optimize the resources within one or more base stations, so that the sum of the load values for the connections within one or more base stations will become the most advantageous.

A handoff system where handoff requests are initiated not only by a home or serving base station, but also by neighboring base stations. As in conventional handoff, a serving base station may initiate a handoff request when the signal strength of one of its mobile stations falls below a predetermined threshold. In addition, neighboring base stations monitor the signal strength of neighboring mobile stations and request that a neighboring mobile station be handed off when that signal strength reaches a predetermined level. Thus, a handoff request may come from the serving base station because of a poor call connection or from a neighboring base station because of a possible strong call connection.
