A communication method and an apparatus are provided, to resolve a problem of low data transmission efficiency. The method includes: in response to receiving a paging message from a terminal device, a terminal device determines, based on a preconfiguration and/or the paging message, a first physical uplink shared channel (PUSCH) resource used to transmit a paging response, and sends the paging response to the access network device on the first PUSCH resource, where the paging response carries identity authentication information of the terminal device. After the access network device or a core network successfully performs identity authentication on the terminal device, downlink data transmission can be performed. Compared with a manner in which downlink data transmission can be performed only after a radio resource control (RRC) connection is set up or resumed, this manner can improve data transmission efficiency.

One example method includes receiving, by a first network device, a first request message and uplink data from a terminal, where the first request message is for requesting to resume a suspended radio resource control (RRC) connection. The first network device can then send a second request message to a second network device based on the first request message and the uplink data, where the second network device is a network device previously serving the terminal, and the second request message includes information about the uplink data, where the second request message is for requesting the second network device to release a first data channel between the second network device and a core network device, or the second request message is for requesting the second network device to send a context of the terminal to the first network device.

According to the application, the terminal device can preferentially select, based on the priority value of the first parameter, a two-step random access procedure or send a message in the random access procedure by using high power, to quickly access a network and reduce an access delay.
