Aspects of the subject disclosure may include, for example, monitoring a network to identify a first amount of traffic in the network, determining, in accordance with the monitoring, that the first amount of traffic in the network exceeds a threshold, and modifying a priority class for a first communication device responsive to the determining that the first amount of traffic in the network exceeds the threshold, wherein the priority class controls access by the first communication device to a resource of the network.
