A first network device sends a path switch request message to an access and mobility management function (AMF), where the path switch request message is used to request for switching least one radio bearer (RB) of a terminal device from a second network device to the first network device. The first network device receives a path switch request response message from the AMF. The first network device determines, based on the path switch request response message, a first burst arrival time at which a downlink quality of service QoS flow arrives at an ingress of the first network device within a first periodicity, where the first burst arrival time is used for downlink scheduling.

The method includes: A terminal device receives first information sent by a network device, wherein the first information includes a priority value of a first parameter used for a random access procedure. The terminal device initiates the random access procedure based on the priority value. According to the application, the terminal device can preferentially select, based on the priority value of the first parameter, a two-step random access procedure or send a message in the random access procedure by using high power, to quickly access a network and reduce an access delay.

In one example method, a terminal device selects a target cell, where the target cell supports an expected network slice. The terminal device sends an RRC reestablishment request message by using the target cell. The expected network slice may include a network slice that the terminal device expects to access, or a network slice corresponding to a PDU session established by the terminal device by using a last serving access network device of the terminal device. The terminal device may select the target cell within a preset time period.
