A cleaning device for cleaning a toner from a surface of a cylindrical latent image carrier having; a cleaning blade mechanism which includes a cleaning blade arranged so that a tip edge portion on a first surface of the cleaning blade contacts with the surface of the cylindrical latent image carrier, and a supporting member positioned on a second surface at a base end portion of the cleaning blade to urge the cleaning blade to contact with the surface of the cylindrical latent image carrier; and a laminar vibration-damping member whose base end portion is held by the supporting member on the second surface of the cleaning blade, wherein, on a tip end portion of the vibration-damping member, a plurality of slits are formed so that a plurality of tab portions are formed to be arranged in the axial direction of the cylindrical latent image carrier.

A rotation stabilizing device includes a rotary member rotated around a rotating center axis, an inertia member vibrating in accordance with a change of rotating speed of the rotary member, and a viscoelastic connector for detachably connecting the inertia member to the rotary member. The viscoelastic connector has viscosity and elasticity so as to change form in accordance with vibration of the inertia member. The inertia member is connected to at least one of an outer side and an inner side of the rotary member at a same phase in a direction of the rotating center axis of the rotary member by the viscoelastic connector.

A rotation stabilizing device of the invention has therein a rotary member which rotates around the central rotation axis, an inertia member which is arranged at the position different from that for the royary member in terms of the axial direction of the central rotation axis, and a connecting member which is provided with a viscoelastic member having viscosity and elasticity and connects the rotary member and the inertia member in a detachable manner through the viscoelastic member, and is characterized in that the connecting member is provided at the position which is away from the central rotation axis in the radial direction.
