A video conference method, applied to a video conference system in a multi-way conference is provided. The video conference method includes: retrieving a first number of a plurality of terminals of the multi-way conference; determining whether at least one other terminal is requiring to join in on the multi-way conference; when the at least one other terminal is requiring to join in on the multi-way conference, increasing the first number of the terminals of the multi-way conference to a second number of the terminals; and determining a resolution of the video signal captured and transmitted by the video conference system according to the second number of the terminals. A video conference system using the video conference method, is also provided.

A bit rate control apparatus applied in a video conference system is provided. The apparatus has a bit rate recording unit, configured to update a current bit rate; a bit rate reducing unit, configured to receive at least one event parameter and the current bit rate, and determine whether an event flag corresponding to the event parameters occurs; and a bit rate increasing unit, configured to increase the current bit rate periodically, wherein when the event flag occurs, the bit rate reducing unit reduces the current bit rate.

The invention discloses an event announcing system. The event announcing system comprises a portable electrical apparatus, a network, and a server. The portable electrical apparatus comprises an image capturing module, a positioning module, a time module, and a processing module. When the image capturing module captures an image information related to an event, the positioning module receives a positioning information and the time module receives a time information. The processing module is used for generating an announcing signal according to the image information, the positioning information, and the time information. When the server receives the announcing signal via the network, the server validates the announcing signal according to a validating rule and selectively generates an event report according to the announcing signal.

The invention discloses a communication system for assisting a user for retrieving geography-associated multimedia information, and the communication system comprises a data processing device and several mobile communication devices. The data processing device receives a first request information including a location term and a time term from a terminal device of the user, and broadcasting a second request information, based on the time term, to the mobile communication devices located within a region relative to the location term.
